Workers Kill 5 Westerners in Saudi Firm

YANBU, Saudi Arabia (Reuters) -
Workers at a petrochemical site used their passes to access the complex and kill five Western engineers in a shooting spree in the Saudi oil city of Yanbu on Saturday, the Interior Ministry said.

Shouting "God is Greatest'' the gunmen killed two Americans, two Britons and an Australian working for the Swiss-based ABB Lummus in the Red Sea city, the first attack on an oil facility in the world's largest oil exporter.

Saudi ambassador to Britain Prince Turki al-Faisal said he thought Osama bin Laden's al Qaeda was behind the attack.
There were reports a sixth man was shot near a hotel and his body dragged through the town.

With Saturday's attack, militants appear to have expanded their targets to include vital economic facilities in the kingdom, which until now has seen a spate of bombings on residential compounds and government security symbols.

"Three employees entered the site, taking advantage of their passes and allowing a fourth accomplice to enter through the emergency gate. They opened fire at offices, using various weapons and fled the spot to a residential complex with the aim of attacking it,'' a ministry official said in a statement.

Police chased the four militants through residential areas and guards at a residential compound opened fire on them, forcing them to retreat. They then exchanged fire with police in several spots. Three of the militants were killed and the fourth was wounded and died later.

The ministry did not name the four. It said the attack on the ABB engineers also wounded three others -- a Pakistani, an American and a Canadian. One national guard died in the clashes. Eight others and 10 policemen were wounded.

Other Saudi officials said two Saudi officers were killed.

An oil official said the gunmen shouted "God is Greatest'' as they fired. The term is often used by Qaeda militants and other Jihadists.

SHOOTING SPREE

But Saudi Arabia's de facto ruler Crown Prince Abdullah said "Zionists' hands'' were behind Saturday's attacks.

Local witnesses said militants first shot dead a Western man as he was leaving his compound near the Holiday Inn hotel in Yanbu, tied his body to their car and dragged it into the streets. His nationality was not known. Other reports said the body belonged to one of the five engineers.

None of the embassies could confirm the report.

Militants also shot at U.S. fast food chain McDonald's during the rampage in Yanbu, 250 km (160 miles) north of Jeddah, which had been largely unaffected by violence.

An ABB Lummus spokesman said two other Americans were wounded in Yanbu, which along with the port of Jubail is home to much of Saudi's oil refining and petrochemical industries.

ABB Lummus is carrying out an upgrading project for Saudi petrochemical firm YANPET, jointly owned by U.S. Exxon Mobil and Saudi Basic Industries Corp (SABIC).

A Western resident said gunmen also threw a pipebomb at the city's international school. One employee was slightly injured.

Last year, a series of suicide bombings on residential compounds in Riyadh killed 50, including nine Americans, in attacks blamed on al Qaeda.

Saudi Arabia has been battling a year-long wave of Islamist militancy, targeting mainly foreigners. A suicide bomber last month killed five people at a security building in Riyadh in the first major attack on a government target.

Fifteen of the 19 men who carried out the September 11, 2001 attacks on U.S. cities were from Saudi Arabia. Bin Laden has threatened to carry out attacks to destabilize the kingdom, which militants accuse of allying itself with the United States.

A purported audio tape by a senior al Qaeda leader in the kingdom, Abdulaziz al-Muqrin, has vowed to carry out "fierce'' attacks against U.S. interests.

The State Department condemned the attack and said Washington was working with the Saudis to determine the facts.

Washington, citing fresh signals of possible attacks on Western interests, last month ordered non-essential diplomats out of Saudi Arabia and said other Americans should leave.

Anger has ratcheted up against the United States in the Muslim world following the U.S.-led war on Iraq and its support for Israeli Prime Minister Ariel Sharon's plans to keep part of the West Bank and bar the return of Palestinian refugees to what is now Israel.

ABB deplores terrorist attack in Saudi Arabia

ABB today deplored the attack by terrorists in Yanbu, Saudi Arabia, on Saturday, in which five ABB Lummus employees were killed and two injured at a customer petrochemical production site.
We are shocked and saddened by the tragic loss of life and injuries sustained by ABB Lummus employees, and Saudi nationals in this incident,said Gary Steel, ABB executive committee member. We are doing what we can to support their families at this very difficult time.

ABB has released the names of the five employees who were killed. They were:
Anthony Mason, 57, an Australian citizen; Michael Hardy, 44, a British citizen; Stephen LaGuardia, 62, a United States citizen; Philip Coplen, 53, a United States citizen; Michael McGillen, 52, a British citizen.

All remaining 90 ABB expatriate employees in Yanbu, along with about 30 family members, will leave the country in the next few days. Other ABB operations in Saudi Arabia are continuing their work, amid heightened security.

 29日午前7時半(日本時間同日午後1時半)ごろ、サウジアラビア東部の都市アルコバールで、武装集団が外国の石油関連企業の入るビルや外国人居住区などを襲って銃を乱射、治安部隊との間で激しい銃撃戦になった。武装集団は外国人たちを人質にして建物に立てこもった。ロイター通信は治安当局者の話として少なくとも16人が死亡し、米国人ら外国人7人が含まれていると報じた。現地の日本人駐在員らも自宅から出られない状況になった。

 国際テロ組織アルカイダを名乗る犯行声明がイスラム系ウェブサイトに出され、イラクで復興事業を受注する米エネルギー企業グループ「ハリバートン」の傘下企業を狙ったとしている。

 現地からの報道によると、最初に襲われたのは、欧米系石油企業が入る「アルコバール石油センタービル」。ビル前で爆発があり、警備員との間で銃撃戦になった。武装集団はビルへの突入を図ったが、失敗した。

 この後、サウジ警察に追われ、主に外国人が住む高級住宅や事務所がある別の地区に車で移動しながら、発砲を続けた。欧米人、アジア系外国人、アラブ系市民らが人質になっているとされるが、人数は不明。

 ロイターによると、外国人の死者はフィリピン2人、米国、英国、エジプト、インド、パキスタン各1人。サウジ人は治安部隊7人を含む9人。エジプト人は通学途中の10歳の少年だったという。一方、AFP通信は死者11人と伝えている。

サウジ乱射テロ、治安部隊突入、人質救出

 サウジアラビア東部アルコバールで29日に起きた乱射テロで、サウジ治安部隊は30日早朝(日本時間同日昼前)、犯人グループが人質を取って立てこもる集合住宅に突入した。サウジ内務省は、この事件で民間人計22人が死亡、25人が負傷したと発表した。また犯人4人のうち3人が逃亡し、1人が拘束された。

 リヤドの日本大使館から外務省に入った連絡によると、居住区にいた邦人6人は、治安部隊の突入前に敷地の外に退避して無事だった。

 犯人が立てこもったのは、外国人が主に住む高級集合住宅オアシスコンパウンド。犯人側と治安部隊との銃撃戦は一晩中続いた。

 部隊は夜間に一度突入を図ったが、建物に爆弾が仕掛けられていたため断念。朝になって軍用ヘリ3機で7階建て集合住宅の屋上などから突入し、銃撃戦になった。犯人グループは、手投げ弾や機関銃で武装していた。

 犯人は29日午前7時半ごろ、石油関連企業の入るビルを襲撃。その後、住宅施設に押し入った。この時、住民に宗教を尋ね、イスラム教徒は解放したが、アラブ人でもキリスト教徒は人質にとった。

 サウジ内務省によると、犠牲になったのはインド人8人、フィリピンとサウジ各3人、スリランカ2人、米、英、イタリア、スウェーデン、南アフリカ、エジプトが各1人。ロイター通信は、殺害した石油関連企業の英国人社員の遺体を犯人が車につなぎ、通りを引き回したと伝えた。また同通信は、米国人など約50人の人質が救出されたと報じた。

サウジ:襲撃事件で「日本人を殺害」アルカイダ幹部声明

 サウジアラビア東部アルホバルの外国人居住区襲撃殺害事件に絡み、国際テロ組織アルカイダ幹部のアブドルアジズ・ムクリン氏は30日、イスラム系インターネットサイトで、「首を切って殺害された中には、日本人も一人含まれる」との声明を出した。

 リヤドの日本大使館は「サウジ国内の日本人全員の無事を確認している」としている。日本人殺害情報は間違いだとみられるが、ムクリン氏はこの中で「日本はイラクでイスラム教徒に対する戦争にかかわった」と非難。日本を意識していることを強くにじませる内容で、アルカイダが日本を「イスラムの敵」と認識していることを表しているといえる。

Two BBC men shot in Saudi capital
 
BBC cameraman Simon Cumbers has been killed and correspondent Frank Gardner injured after gunmen opened fire near the Saudi capital, Riyadh.
Cumbers, 36, was a freelance journalist and cameraman working for the BBC, the BBC said in a statement.
 
Frank Gardner, 42, is the BBC's security correspondent and a leading expert on al-Qaeda, the statement said.
  Riyadh's police chief said the attack was carried out by "unknown elements" on Sunday afternoon.
The BBC statement said the two men had travelled to Saudi Arabia last week following terrorist attacks in the city of Khobar and have been reporting from the country for BBC News since then.  
Cumbers had worked throughout the world filming major news stories

It said that Gardner was being treated in hospital in Riyadh.      

Security fears  
The southern Riyadh neighbourhood where the gun attack took place, al-Suwaydi, has been the location for anti-terror raids in the past, news station al-Arabiya reported.    
Security sources said the gunmen had escaped and roadblocks had been set up in an effort to catch them, the Reuters news agency reported.  
The Foreign Office has advised against all but essential travel to Saudi, with officials believing
terrorists are planning further attacks after the Khobar killings.  
Three of the gunmen responsible for the Khobar attack, thought to be linked with al-Qaeda, were able to escape the security cordon in Khobar.  
And there are thought to be a number of al-Qaeda linked cells operating in the country.   Five suspected militants were killed within days of the Khobar attack and the Saudi government has vowed to stamp out terror, with the religious authorities calling on Muslims to inform on plotters.  
Commentators say
Islamists may be targeting expatriates and the oil industry in order to weaken the ruling house's grip on power.  
The Khobar siege helped push world oil prices to record highs before producers pledged to hike output.   It followed a string of other attacks in the kingdom, with two Britons among five Westerners shot dead in the port town of Yanbu on 1 May.

 AP通信によると、サウジアラビアの首都リヤドで12日、米国人男性が行方不明となり、国際テロ組織アルカイダを名乗る組織が、男性を誘拐したとする犯行声明をイスラム系ウェブサイトに出した。在サウジ米大使館も男性が行方不明になっていることを認めた。

Saudi Gunmen Kill American; Qaeda Claims Another Death

Suspected militants killed an American in the Saudi capital on Saturday, shooting him in the back as he parked in his home garage, and the United States Embassy said it was searching for an American who was missing.

A purported statement from Al Qaeda posted on an Islamic Web site late Saturday claimed the terror group had killed one American and kidnapped another in Riyadh. It threatened to treat the captive as United States troops treated Iraqi prisoners.

The slaying and apparent abduction were the latest attacks in a campaign of anti-Western violence in the kingdom, believed by many to be aimed at driving out foreigners as a way to sabotage the vital Saudi oil sector.

The United States Embassy identified the dead man as Kenneth Scroggs, the third Westerner slain in the kingdom in a week. It did not identify the missing American but said it was working with Saudi officials to find him.

The Qaeda statement showed a passport-size photo of a brown-haired man and a Lockheed Martin business card bearing the name Paul M. Johnson. It said he was born in 1955. The mobile phone listed on the card was switched off, and a call to a second phone number was picked up by a voicemail message by a man who identified himself as Paul Johnson. The statement said the terror group would deal with Mr. Johnson just as "the Americans dealt with our brothers in Guantanamo and Abu Ghraib" - a reference to sexual and other alleged abuses of Iraqi and Muslim prisoners by U.S. troops.

The statement also said Mr. Johnson was one of four experts in Saudi Arabia working on developing Apache helicopter systems and that the American killed worked in the same industry. It did not identify the slain American but said he was killed at his house. "Everybody knows that these helicopters are used by the Americans, their Zionist allies and the apostates to kill Muslims, terrorizing them and displacing them in Palestine, Afghanistan and Iraq," said the statement. It said Al Qaeda would release a videotape later to show Mr. Johnson's confessions.

 サウジアラビアで外国人を狙ったテロが多発、人口の4分の1を占める推定600万人の在留外国人社会が揺れている。犯行は不特定多数を狙う自爆テロから周到な準備のうえでの銃撃や誘拐に変化している。日米欧の駐在員や家族の退避出国も加速、原油高で好調が続くサウジビジネスに治安リスクが水を差しかねない。
 過去1週間に首都リヤドで発生した3件の米国人を狙ったテロは、いずれも防衛関連企業の関係者が狙われた。犯行グループは「周到な事前調査に基づいて実行した」(リヤドの米国大使館)可能性が高く、被害者の住居や行動様式を詳細に把握していた節がある。
 誘拐されたポール・ジョンソン氏は攻撃ヘリコプター「アパッチ」のシステム開発に従事していた。米国が誇る攻撃ヘリも「パレスチナやイラクでイスラム教徒を殺すための道具」(犯行声明)と映る。米国とサウジの密接な関係の象徴である防衛産業はテロの格好の標的となっている。
 在留外国人社会を震え上がらせているのは、企業関係者の情報が武装集団に流出している点だ。5月のヤンブーの米エンジニアリング会社事務所襲撃では社員証を持った犯人が検問をゆうゆうと通過した。「内部に過激派シンパがいては警備にも限界がある」(プラント関係者)
 米英政府は自国民に出国を再三促し、外交筋によると「夏休みを前倒しする形で企業の駐在員家族が相当数出国した」。邦人も今月末までに約120人が出国し、580人程度に減少する。 リヤド中心部の高層ビルに入る欧米系国際石油資本(メジャー)事務所には欧米人の姿が見えなくなった。残留駐在員が勤務場所を移したためだ。日本企業も看板を外した。ブリティッシュ・エアウェイズはサウジ便の乗務員を同国に滞在させないようルート変更した。
 サウジの英字紙アラブニューズは「治安不安のために様々な職種で外国人が契約更改を断っている」と報じた。
 人口爆発が著しいサウジではインフラ不足を補うとともに、雇用の受け皿を確保するため政府が外国投資の誘致を積極的に進めている。外国企業駐在員を狙ったテロはこうした国家基本戦略も揺るがしかねない。

サウジのアルカイダ名乗るグループ、拉致した米国人殺害

 国際テロ組織アルカイダを名乗るグループに拉致されていた米軍事・航空大手ロッキード・マーチン社勤務の米国人、ポール・ジョンソンさん(49)の遺体が18日夜、サウジアラビアの首都リヤドで見つかった。遺体は首を切断されていた。AFP通信などによると、サウジ治安当局は「アラビア半島のアルカイダ」を名乗る同グループの拠点で遺体を発見した後、銃撃戦で幹部ら3人を射殺した。

 サウジでは欧米人を狙ったテロ事件が相次いでいるが、今回の残忍な犯行によって同国経済を支える外国人社会にさらに動揺が広がるのは必至だ。国外への脱出が加速化し、同国経済に影響を与える可能性がある。

 同グループはジョンソンさんを12日に拉致。その後サウジ当局に対し、拘束されている仲間の釈放を要求、18日までに受け入れられなければ殺害すると、インターネットのイスラム系サイトで予告していた。ジョンソンさんの妻らは、テレビを通じ解放を訴えていたが、サウジ当局は犯人側との交渉を拒否していた。

 同グループは18日、イスラム系サイトで首を切断された遺体の写真を公開した。ジョンソンさんが米軍やイスラエル軍の使用しているアパッチ攻撃ヘリコプターの開発に携わっていたとし、「イスラム教徒が長い間、アパッチの銃撃やミサイルで被害にあったことを、彼に味わわせてやる。専制的なサウジ政府に突き付けた期限が切れ、約束通り首を切断した」などとする犯行声明を出した。

 AFP通信によると、銃撃戦で死亡したメンバーには、アルカイダ幹部でサウジ当局が手配していたアブドルアジズ・ムクリン容疑者が含まれている。

 サウジでは先月末、東部アルコバールでの武装グループによる立てこもり事件で22人が死亡したほか、今月に入っても米国人ら外国人を狙った銃撃事件が頻発、3人が死亡している。

サウジで米総領事館襲撃 職員5人死亡 治安部隊が鎮圧 イスラム過激派犯行か

 サウジアラビアの紅海岸の都市ジッダで6日、武装集団が米国総領事館を襲撃した。襲撃犯はサウジ人の警備要員ら現地職員5人を殺害、その後敷地内に侵入して立てこもった。事件発生後、サウジ治安部隊が突入して過激派3人を射殺、2人を拘束し、事態は収束した。途中、襲撃犯は職員らを一時人質にしたもようだが、領事館に勤務する米国人に被害はなかった。
 昨年以来、外国人へのテロを激化させているイスラム過激派による犯行とみられる。サウジのテロ組織とイラクで活動する過激派組織が連携しているかどうかは明らかでない。
 ただ、国際テロ組織アルカイダと関係があるとされるサウジのテロ組織はイラクでの一連のテロを支持するなどイラクの混乱拡大に乗じて、サウジを含む周辺国のテロ組織が共鳴し、活動的になるという悪循環に陥りつつある。
 目撃者によると、手りゅう弾や銃で武装したグループが総領事館の入り口に爆発物を投げつけ、敷地内に侵入した。警備要員との激しい銃撃戦が起き、爆発で大きな黒煙が立ち上った。
 サウジ内務省は6日、武装集団が米総領事館に侵入したが、治安部隊が突入し、現場を掌握したとする声明を発表した。AP通信によると、人質となっていたのはインド人やスーダン人などの職員とみられ、治安部隊の突入後解放された。
 首都リヤドの米国大使館は米国人職員に被害は出ていないことを確認、米政府は警戒のためリヤドの大使館と東岸ダーランの領事館を閉鎖した。
 事件はサウジ政府の懸命な取り締まりにもかかわらず、イスラム過激派がテロ続行の力を残していることを示した。米国の在外公館という最も警戒度の高い施設が突破されたことで、治安体制への不安が再び強まりかねない。
 国際テロ組織アルカイダと関係があるとされる「アラビア半島のアルカイダ」を名乗る組織は、2003年5月にリヤド郊外の外国人居住区を爆破して以降、サウジ王政の打倒と外国人排除を掲げてテロを繰り返し、これまでに170人以上が犠牲になっている。
 サウジ政府はテロ組織の摘発に本腰を入れ、最重要容疑者26人の大半を殺害、拘束した。なかでも過激路線を主導してきたとみられるアブドルアジズ・ムクリン容疑者を6月に殺害した後は大規模テロが沈静化、過激派の活動は衰退したとの見方もあった。しかし、同派は最近の声明で新指導者就任を発表。組織の健在を強調した。ジッダの襲撃事件はそれを裏付けるものといえる。
 宗教・部族的色彩の濃いリヤドに比べ、紅海に面したジッダはこれまでテロの発生は抑えられていた。しかし、ジッダの米政府施設が狙われたことで、テロの対象地域がサウジ全土に拡大しつつあることを印象付けた。
