出光・コスモ石油など4社、カタール・ラファン製油所が竣工
出光興産、コスモ石油、丸紅、三井物産の4社が出資するカタールのラファン・リファイナリーLaffan
Refinery社は、ラス・ラファン工業団地に建設していた、コンデンセートを原料とする製油所が完成し、6日竣工式を行った。
同製油所は処理量が日量14万6,000バレル。コンデンセートを原料とする国内初の製油所で、ナフサ(日量61,000バレル)、灯油(同52,000バレル)、軽油(同24,000バレル)およびLPG(同9,000バレル)を生産する計画。
単一構造の天然ガス田としては埋蔵量世界最大級を誇るノース・フィールドのコンデンセートを精製し、付加価値を高めて出荷するという、カタール国の戦略に沿って計画され、2006年4月に着工した。工場廃水を最大限再利用するなど、環境対策にも最新技術を取り入れた。

宣夫、以下「丸紅」)と出光興産株式会社(本社:東京都千代田区、社長:天坊
昭彦)、コスモ石油株式会社(本社:東京都港区、社長:木村
彌一)、三井物産株式会社(本社:東京都千代田区、社長:槍田
松瑩)の4社は、カタール国営の石油公社であるカタール・ペトロリアム社(以下QP社)からラファン・リファイナリー Laffan Refinery Co., Ltd.,の株式を合計29%取得することで
QP社と合意し、2006年11月27日、関連諸契約に調印しました。当社の出資比率は4.5%です。
ラファン・リファイナリー社は、ラス・ラファン工業団地に日量14万6千バレル規模の製油所を建設中で、2008年下半期の完成をめざしています。プロジェクトの総コストは、約800百万
米ドルとなる見込みです。
同製油所では、世界最大級の埋蔵量を誇るノース・フィールド天然ガス田から産出されるコンデンセートを精製し
て、ナフサ・灯油・軽油・LPガスなど付加価値の高い石油製品を生産する計画です。
丸紅は、カタール国においてLNG等の資源開発をはじ
めとして、様々な事業・ビジネスを展開しております。本資本参加を通じて、当社の石油精製事業の拡大を図ると共に、これまで培ってきた同国並びにQP社と
の関係をさらに強化していく所存です。

Laffan Refinery, Qatar’s first condensate refinery started production in September 2009. The refinery has a processing capacity of 146,000 barrels per stream day (bpsd) and utilizes the field condensate produced from the Qatargas and RasGas facilities. It is designed to be one of the largest condensate refineries in the world.
The Laffan Refinery helps to capture synergies and opportunities from the development of the North Field, Qatargas, RasGas and other Ras Laffan City ventures.
It consists of process units including utility systems, distillation units, naphtha and kerosene hydrotreaters, a hydrogen unit and a saturated gas plant producing naphtha, kerojet, gasoil and liquefied petroleum gas (LPG).
The refinery’s production capacity will be 61,000 bpsd of naphtha, 52,000 bpsd of kerojet, 24,000 bpsd of gasoil, and 9,000 bpsd of LPG.

〜 同国とのパートナーシップを強化 〜
当社は、コスモ石油、丸紅、三井物産、カタール国営石油公社であるカタール・ペトロリアム社(QP社)およびトタール社とラファン・リファイナリー2株式会社へ出資することで合意し、2013年4月21日に合弁契約に調印しました。当社の出資比率は2%です。
当社は、2006年にラファン・リファイナリー株式会社の株式取得による出資を行いました。2009年には、ラス・ラファン工業都市に建設された第1製油所(精製能力:日量14万6千バレル)が稼動し、安定操業しています。
今回のラファン・リファイナリー2株式会社は、第1製油所と同規模の第2製油所を建設する予定です。2016年下半期の完成をめざしています。プロジェクトの総コストは、約15億米ドルとなる見込みです。第2製油所では、第1製油所と同様に世界最大級の埋蔵量を誇るノース・フィールド天然ガス田から産出されるコンデンセートを精製して、ナフサ・灯油・軽油・LPガスなど石油製品を生産します。軽油については、軽油深度脱硫設備を備え、さらなる付加価値の向上を図る計画です。
当社は、1979年以来33年間にわたってカタール国と原油取引を続けています。最近ではカタール・ペトロリアム社から研修生の受け入れを行い、また、第1製油所には副所長を派遣し、人的面でも関係強化を図ってきました。第2製油所においては基本設計段階から2名の技術者を派遣し、建設段階も継続して派遣してまいります。
昨今、米国シェールガス・オイルによるエネルギーを取り巻く環境の変化が顕在化している一方で、中国をはじめとするエネルギー需要の増大が続いている中、中東産油国との関係構築は引き続き重要となっています。
今回の資本参加は、原油・製品調達力の向上をはじめ、同国との戦略的パートナーシップ強化の一環です。今後も、さらなる関係強化を図るとともに、カタールで進む石油製品および石油化学製品事業、天然ガス関連事業への参画を検討してまいります。

Qatar Petroleum and partners sign Joint
Venture Agreement for the Laffan Refinery 2 Project
Qatar Petroleum (QP) signed a Joint Venture Agreement with Total, Idemitsu,
Cosmo, Marubeni and Mitsui for the new Laffan Refinery 2 (LR2) Project.
Under the agreement, the LR2 ownership structure will be composed of QP (84%),
Total (10%), Idemitsu (2%), Cosmo (2%), Marubeni (1%) and Mitsui (1%).
The new LR2 condensate refinery is similar to the first Laffan Refinery (LR1),
which started operations in September 2009, with a similar processing capacity
of 146,000 barrels per day.
It will be operated by Qatargas Operating Company Limited (Qatargas) and will
have a daily production capacity of 60,000 barrels of
naphtha, 53,000 barrels of jet fuel, 24,000 barrels of gasoil, and 9,000 barrels
of liquefied petroleum gas (LPG).
The project’s total cost is estimated at USD 1.5 billion,
and its construction is expected to be completed in the
second half of 2016.
Speaking at the signing ceremony, His Excellency Dr. Mohammed bin Saleh Al-Sada,
Minister of Energy and Industry and Chairman & Managing Director of QP, said
“The Laffan Refinery 2 Project comes in line with Qatar’s drive to monetize its
resources and expand its industrial base for the benefit of its people under the
visionary leadership of His Highness the Emir, Sheikh Hamad bin Khalifa Al-Thani.”
He added that “the new joint venture will pave the way for further optimizing
our condensate processing, creating new opportunities, and enhancing our
refining and export capacities.”
H.E. Dr. Al-Sada added that “the construction of the new refinery will give Ras
Laffan a total installed condensate refining capacity of
about 300,000 barrels per day, making it one of the largest single site
facilities of its kind in the world.” He also stressed that a currently under
construction diesel hydrotreater (DHT:ディーゼルの水素化精製)
expected to be commissioned in the second quarter of 2014, will have
enough capacity to process all the light gasoil from both
LR1 and LR2 into ultra-low-sulphur diesel which meets the most stringent
environmental specifications.
Mr. Patrick Pouyanne, who is also a member of Total’s Executive Committee, said
“This project is a new step in the long history of partnerships between Total
and the State of Qatar throughout the full value chain, from upstream
exploration activity down through the petrochemical industry. A key link in this
chain is the downstream activity of the refining of Qatar’s condensates, the
world’s largest condensate producer. Total, as a founding member of the existing
Laffan Refinery, is pleased to maintain its role in this next phase of
condensate refining growth in Qatar, which provides support for Qatar’s National
Vision 2030. This involvement throughout the value chain is an excellent example
of Total’s integrated strategy.”
Mr. Mohammed Nasser Al-Hajri, QP Director for Downstream Ventures, gave more
details about the project. “LR2 is designed to process untreated condensate from
Qatar’s North Field. In addition to the LR2 condensate refinery, the
configuration of the new plant includes a gantry for dispatching diesel to the
local market by trucks (in operation since last year) and a diesel hydrotreater
unit that will be able to process all light gasoil from LR1 and LR2. All
products from the LR2 complex will be hydrotreated and its sulphur content will
meet the most stringent quality specifications,” he said.
Sheikh Khalid bin Khalifa Al-Thani, Chief Executive Officer of Qatargas and
Chairman of the Executive Committee of the new joint venture company, said: “The
new refinery, which is currently in the construction phase, will be built
according to state-of-the-art technology with high energy efficiency and
environmental protection standards. The detailed engineering work kicked off
early this month, and we expect to complete and commission the project by the
fourth quarter of 2016.”
Speaking on behalf of Idemitsu, Mr. Yoshihisa Matsumoto, Executive Vice
President and Representative Director of Idemitsu, said: “We are delighted to be
associated with the development of this new project in Qatar. We share the
strategic vision to produce and supply premium quality products to the market
and LR2 is the right step in this direction.”
Qatar Petroleum, Zeon and Mitsui sign MOU for Ras Laffan elastomer project
The MOU was signed by His Excellency Dr. Mohammed bin Saleh Al-Sada, Minister of Energy and Industry and Chairman & Managing Director of QP; Mr. Yoshimasa Fushimi, Director & Executive Corporate Officer of Zeon Corporation; and Mr. Seiichi Tanaka, Representative Director & Executive Vice President of Mitsui & Co., Ltd..
Under the agreement, the partners will be undertaking a detailed feasibility study to evaluate the technical, commercial and economic aspects of the integrated world scale butadiene and synthetic rubber/elastomer project.
The feedstock will come from the planned Al-Sejeel Petrochemicals Complex and the Al-Karaana Petrochemicals Complex, both of which are currently under development, as well as from the existing plant of Ras Laffan Olefins Company (RLOC). The butadiene will be extracted from feedstock and then converted into high-value elastomers like styrene-butadiene rubber (SBR) and polybutadiene rubber (PBR) using Zeon’s state-of-the-art technology.
H.E. Dr. Mohammed bin Saleh Al-Sada, Minister of Energy and Industry, expressed his pleasure at the signing of the MoU, describing it as “an important step that adds value to Qatar’s natural resources, and creates future value chain opportunities.”
H.E. Dr. Al-Sada said: “The elastomers from this project will create new opportunities to develop small and medium scale enterprises and private industries in the downstream sector, as well as other automobile related industries.”
“I am confident that, together with our Japanese partners, we would be able to meet the highest industrial standards, enhance value for feedstock streams, and successfully complete the study for developing the project,” His Excellency concluded.
Mr. Yoshimasa Fushimi, Director & Executive Corporate Officer of Zeon Corporation, said: “Zeon hopes and believes that the introduction of a synthetic rubber industry using our technology will contribute to Qatar’s development of related downstream industry and lead to the further strengthening of the great partnership between Qatar and Japan. After this ceremony, Zeon will make our maximum effort jointly with Mr. Al-Hajri and his team for the feasibility study toward the success of the project.”
Mr. Seiichi Tanaka, Representative Director & Executive Vice President of Mitsui & Co, Ltd., said: “Ever since our equity participation in the Qatargas 1 LNG project back in 1989, Mitsui has been enjoying an excellent relationship with QP as partners in the Qatargas 3 LNG project in 2005, the Laffan Refinery and its latest expansion, as well as the Ras Laffan C IWPP project. Mitsui will continue to contribute further to the strong relationship with the State of Qatar and undertake its best performance in its contribution to the study. This butadiene and synthetic rubber project has the strong potential to be the first business opportunity in Qatar’s petrochemical sector and will enhance the value of your esteemed country’s natural gas resources.”

Al Sejeel Petrochemicals Complex
QAPCO holds an 80% share in the project while QP holds the remaining 20%.
The complex will produce 1.4MMTA of ethylene, 850,000 metric tonnes per annum (KMTA) of high-density polyethylene (HDPE), 430 KMTA of linear low-density polyethylene (LLDPE), 760 KMTA of polypropylene, 83 KMTA of butadiene and py-gasoline.

Complex
Qatar Petroleum (BP) holds an 80% share in the project, and Shell holds the remaining 20% share.
The complex, on its commissioning, will be capable of processing 1.1 million tonnes per year (mtpa) of ethylene, 170,000mtpa of propylene, 1.5mtpa of MEG, 300,000mtpa of LAO and 250,000mtpa of OXO.
