Saudi Aramco to build Jazan Refinery
Minister of Petroleum and
Mineral Resources Ali bin Ibrahim Al-Naimi has said that upon the
approval of the Custodian of the Two Holy Mosques King Abdullah
bin Abdulaziz, Saudi Arabia Oil Company' has been commissioned to
build Jazan refinery as soon as possible.
In a statement to The Saudi Press Agency, Al-Naimi said following
the royal directives to consider the establishment of a refinery
in Jazan region, the Ministry immediately had floated the tenders
for the project. Eight Saudi companies have been short-listed.
The Eight Saudi Companies and 42 other international oil
companies had been invited to form consortiums, with each
consortium having at least one or more global companies that had
been invited for the bidding.
Accordingly, the Ministry had issued Request For Proposals (RFP)
in the month of Ramadan, 1428H that included all the necessary
information needed by the bidder and the terms and conditions
relating to the project as well as the criteria under which the
evaluation of bids could be considered.
The Minister said that the Ministry appreciates and values the
companies that made a serious attempt to compete vigorously for
the license of the project, but with the current government
capacity and the ability to ensure the establishment of this
important development project in Jazan Region; has been
commissioned to implement and finance Jazan Refinery Project
wholly.

State oil company Saudi Aramco is to build a multi-billion-dollar refinery in the remote southwest port of Jizan, following weak private-sector interest in the project, Saudi media reported on Wednesday.
Oil Minister Ali al-Naimi said on Tuesday that Aramco was to build the refinery in the Red Sea port, far from the company's oil and gas production, and that budgeting had already been fixed.
"The ministry appreciates and values the companies that made a serious attempt to compete vigorously for the licence of the project," Naimi said.
"But due to the size and circumstances, this important development project in the Jizan region will be commissioned by Saudi Aramco, and the implementation of the project is fully financed," he said.
The project, expected to have a refining capacity of between 250,000 and 400,000 barrels per day, was proposed several years ago but encountered regular delays. Two Saudi consortiums had submitted bids by its November 2009 deadline.
The government has stepped up efforts to develop the impoverished Jizan region after fighting along the nearby frontier with Yemen forced the permanent relocation of more than 10,000 residents away from the border.
Planners hope the refinery project will create long-term jobs and stimulate the region's economy.

Saudi Arabia may commission the construction of a petrochemical
plant with the planned new Jizan oil refinery in the kingdom,
industry sources said
At least one bidder in a tender for the refinery has submitted a
proposal that would include building a petrochemical plant, one
source said.
The project would cost at least $10 billion, the source said.
The Saudi oil ministry received two bids to build, own and
operate the refinery in a tender that expired on Nov. 7.
The Jizan refinery, which would have a capacity of 250,000 to 400,000
barrels per day of crude, would be the
first Saudi oil refinery to be 100 percent
privately-owned.
Refineries elsewhere in the kingdom are fully owned by state oil
firm Saudi Aramco, or by joint ventures between Aramco and
international energy firms.
"The (oil) ministry's permit is to build a refinery, but the
economic feasibility studies of the project suggest that it would
be
better to include a petrochemical plant," a source
familiar with the bidding process said. "But they must
choose well which products they are going to produce."
The best option for a feedstock for the plant would be naphtha
produced at the oil refinery, he said.
The bidding process for the Jizan refinery project has been
delayed several times. The kingdom has struggled to attract
foreign interest in the project as the refinery is so far from
Saudi oil and gas fields that some industry observers have
questioned whether the plant could be profitable.
Saudi oil minister Ali al-Naimi said last month he expected the
winning bid to be announced soon. Naimi said then that there were
opportunities at the plant for petrochemical production.
A combined refinery and petrochemical plant would make more
profit than a simple refinery, a second source said.
Saudi Arabia is developing its petrochemical industry and aims to
make it one of the world's largest. But the kingdom is struggling
to meet rapidly rising domestic gas demand, so it aims to boost
its petrochemical production by adding new plants which will rely
less on gas and more on oil products for feedstock.
Aramco
plans to develop major integrated refinery-based chemical
complexes through joint ventures with U.S. Dow Chemical in Ras
Tanura, with France Total in Jubail, and U.S.
ConocoPhillips in Yanbu.
Saudi aims to boost petrochemical output to 80 million tonnes per
year in 2015 from 60 million tonnes.

Saudi industrial group Tasnee 2060.SE, Saudi
Nama Chemicals Group 2210.SE and Saudi Advanced
Refineries and Petrochemicals Co (ARPC) formed one of the
consortiums that bid for Jizan.
Corral
Petroleum Holdings AB teamed up with Jeddah-based Arabian Peninsula
Co
for Industrialization and Oil Services in a second consortium,
sources aware of the matter said.
Corral, a Swedish-registered firm and Arabian Peninsula are both
owned by Saudi billionaire Mohammed al-Amoudi.
In 2007, the ministry said 45 foreign firms and eight Saudi
companies had been prequalified for the tender. Saudi oil giant
Aramco was listed as one of the prequalified companies.
"If the government fails to reach an agreement with bidders,
its last resort would be the state oil company Aramco… this could be an option," one
source said.
The government was looking at tax breaks for companies
participating in the project.

〜 400 千BD の予定です。
近辺のインフラ等も整備されていないため、建設費用は120
億ドルにもなるという見方もあります。合弁先として、マレーシア国営石油(PETORONAS)、インド国営石油(IOC)、中国海洋石油総公司(CNOOC)等が興味を示しています。
主要産業の少ない地域であることから、サウジ政府としては地方振興のため本件を推進させたい意向です。2016
年に建設が開始されるとみられています。
9)〈ヤンブー第2製油所〉
サウジアラムコと米国Conoco-Phillips の能力400 千BD
の合弁製油所です。
建設は2011
年頃とされましたが、最近のプラント建設費の高騰を受けて計画が一時遅延しました。2008
年第1 四半期に入札が行われる予定です。
10)〈ラスタヌラ新製油所〉(East Coast
Refinery)
既存のラスタヌラ製油所550 千BD の近隣に、400 千BD
の製油所と大型石化コンプレックスをサウジアラムコと米国Dow
と共同で建設するというプロジェクトです(製油所部分はサウジアラムコ100%)。
生産する石油製品は、国内向けに供給します。また、総費用は約220
億ドルにもなります。
石化部分は新旧製油所から原料(ナフサ)の供給を受けます。完成は2012
年の予定です。
本製油所が、現製油所と一体運営されれば、950
千BD
となり、インドのリライアンス社ジャムナガール新旧製油所(1,200
千BD)に次ぐ、世界最大級の製油所になります。
11)〈新ジュベール製油所〉
アラムコと仏Total
の合弁事業(出資比率:サウジアラムコ 35%、Total
35%、その他30%)で400 千BD の製油所をアル・ジュベールに建設します。予定費用は65
億ドルです。
2008 年第1
四半期に入札予定で、下流に、プロピレン、パラキシレン等の石化コンビナートが建設されます。
