Subsequent commitment to chemical migration official. Many users actively forwarding messages, but posts continue to be "harmony."
Local villagers said the local government sent police and armed police officers armed to suppress people, injuring several people power bar, the residents are very angry, fight back with stones, a chaotic scene. Some villagers said: "Before a sign is hung built power plant, built a few years, and later on the pollution is very severe, a large number of Hetian rot, many villagers have lung cancer, so the masses would rise up against, but the city, township, county government are guarding the plant, this time a lot of armed police Pingxiang camp, caught a lot of people, as long as dare to speak out on the catch. Yesterday, the "End of the World Forum" have users post, said local 隆森實業公司Longsen Industries, Inc. is a product of various alloys as the main foreign companies, the production process produces chromium alloy, lead and toxic chemicals a series of chemical substances, a great impact on the ecological environment, resulting in a large number of fish dead, barren. Earlier this year, local people asked the company's discontinued, but not very useful, but reported to the City at the provincial level have been rejected. According to the Post said, which involves a lot of corruption.

http://big5.xinhuanet.com/gate/big5/yn.xinhuanet.com/newscenter/2011-08/17/c_131055478.htmIn recent days, Qujing Luliang Chemical Co. several hundred thousand tons of highly toxic industrial waste illegal dumping of chromium residue water and land pollution caused by events, not only affects the hearts of local people in Yunnan, but also affects the downstream 南盤江Nanpanjiang Guangdong, Guangxi hundreds of millions of people's hearts. Days of follow-up reports by the media, the truth of this incident to emerge, but some of the core problem is still not clear, the accountability of the event, there chopping handsome suspect.
The first issue of concern is that since Luliang Chemical Company over the past 17 years have not been any treatment of chromium residue, but to all the waste piling up in the river, it can be said that this contamination is persistent, continuing, and Over the past 17 years, the residents should have been unknowingly numerous violations. So many years, how serious pollution in the end? How much damage? In this regard, relevant departments have not assessed, nor any reasonable data to answer.
The second problem is that such a large toxic waste dumping in the wild environment is impossible without the knowledge of the relevant regulatory authorities, including land, water conservancy, environmental protection, agriculture, livestock, forestry and other departments, has reason to know should know this fact. But for years their collective aphasia, in addition to negligence and dereliction of duty, whether there are interests of collusion, money and other more serious problems?
The third problem is that, in reasonable detail the lack of scientific proof and research before the authorities even with some simple sampling and analysis of data to conclude that there is no contamination of the river downstream, is irresponsible of the suspects? I even doubt whether the official body for "maintenance of stability" and continue to conceal the fact?
I am particularly saddened to see that, together on such a vile and serious threat, serious environmental pollution incident, so far, only the relevant departments of the two drivers to transport waste of Detention, but does not start on the officials and business staff criminal investigation procedures. This approach is clearly looking for a scapegoat. You know, light exposure from the media already see the details of this incident, not just the driver secretly dumping of toxic materials as simple as some of the behavior, has been arrested for the crime of endangering public safety.
Over the years, the country's officials at all levels, has been stressed that environmental protection, from the surface bustling public education, policy point of view, the concept seems pervasive environmental protection of the Chinese people's heart, and environmental protection system seems to be a profound impact on the various public decision-making and management.
To Yunnan this terrible pollution incidents made us shocked to see that in this prolonged, vigorous environmental campaign behind it has such a strong contrast between the reality. He is nothing more than the scientific concept of development and good feelings all citizens a mockery.
Yunnan has the eyes of many people "natural paradise" synonymous with the majority of people think that there a beautiful, spring, and now we have found that even such a beautiful natural paradise, actually there are such serious pollution, and then think about the country Other parts of the pollution - the Xiangjiang River, Huaihe, Yangtze River, Songhua River ... ... either side, over and over Aihong!
It can be said, Luliang Chemical Co., Ltd. The event exposed serious pollution, environmental pollution is just a microcosm of the country only.
If we say, profit-making enterprise based on the impulse, we can not expect it to be fully realized conscious environmental action, then as has an important, even the sole responsibility of the administrative supervision of the environmental protection department, you should naturally assume the daily monitoring and administrative penalties accusations. This can be a living reality Qujing tells us, that known as "EPA" organization, has become a "corporate security bureau."
We have to blame the environmental protection department of malfeasance, dereliction of duty as well as deterioration and, more need to reflect over the years, why do we emphasize the concept of environmental protection every day, every day to promote the idea for the sake of future generations, the leading face of the reality of money is so vulnerable? Perhaps share a sacred responsibility in environmental protection, not a limited authority, subject to local government and local interests, a complete lack of public ethics EPA to shirk.
Thus, we need to review the event from Yunnan, and probably should not be limited to the officials and the Responsibility of enterprises, but should be more out of this for a macro review - deep penetration in the short term interests to each cell of the present society, the sermons and rely on simple single mechanism of binding, but in reality can not achieve environmental goals. We should think about is: how to re-design of environmental protection in the church program? How to allocate environmental responsibilities of various parties? How to implement environmental protection mechanisms of action? (End)

In China’s southern Yunnan Province, five tons of toxic chemical waste was illegally dumped. It happened in June, but local authorities only confirmed it this week, after netizens raised concerns online.
The chemical that was dumped is hexavalent chromium. It can easily pollute air and water sources and can cause cancer. The illegal dumping became a hot topic online last week, after netizens claimed five tons of chromium was released into the Napan River in Qujing City.
On Monday, Qujing authorities admitted a chemical plant had illegally disposed of the chromium. Authorities say two truck drivers had dumped the chemical in bushes along local roads to save on transportation costs. The two men have now been arrested.
The chemical waste polluted soil and water—killing some livestock. Qujing authorities still claim drinking water is safe for humans. But there are unconfirmed reports online that more than a dozen local residents have died from chromium pollution.
Residents and local media have asked why authorities did not report the illegal dumping earlier.
The news has prompted further investigation into chromium pollution in Yunnan Province. State-run media reports as much as ten thousand tons of the chemical waste is currently stored in open and exposed areas. Some have been there for more than two decades.
Four days ago, an accident at a factory in Shandong province resulted in a deadly chemical gas leak and 125 people, mostly workers and nearby residents, were sent to the hospital, local media reported. About three months ago, poisonous chemical waste was dumped illegally, polluting water sources in Yunnan province. The case was only recently revealed to the public. You can imagine how angry local people must feel.
It was the epitome of nimbyism – the “not in my back yard” mentality of middle classes everywhere – and most protesters dispersed when they heard the toxic factory would be shifted to someone else’s back yard instead.
shows a growing concern that such localised protests over specific issues could morph into something more challenging to the political status quo.
Pollution scandal brings halt to projects
The country's environmental watchdog will
suspend reviews of all new industrial projects in Qujing, Southwest China's
Yunnan province
until the city cleans up its toxic chromium slag and remedies polluted soils, a
senior official said on Thursday.
The Ministry of Environmental Protection is also preparing to launch a
nationwide campaign to target illegal dumping and stockpiling of hazardous waste
before the end of this year, according to Zhang Lijun, deputy minister of
environmental protection.
Enterprises involved in the production of
chromium and polycrystalline silicon, and in the disposal of sewage sludge and
electronic waste will be placed under special scrutiny, he added.
Under Chinese law, all industrial projects must undergo environmental reviews
before being approved for construction. The regional ban for Qujing, which will
put a brake on its economic expansion, came as a punishment after
a
local chemical plant illegally dumped more than 5,000 tons of highly toxic waste
in June.
The dumping contaminated nearby water sources, caused the deaths of livestock
and threatened the safety of drinking water for cities downstream.
"This is not an isolated case. It reflects a widespread oversight on the
treatment and disposal of hazardous waste in the country," said Zhang.
The large amounts of toxic industrial waste are polluting soils and water
sources, and posing threats to public health, he said.
The latest national pollution census, in 2007, showed the country produced 45.74
million tons of hazardous waste that year. During the 12th Five-Year Plan
(2011-2015), the amount is expected to increase at an annual rate of 5 to 7
percent, as the country's demand for industrial materials will continue to grow,
Zhang said.
"However, every year, only about 8 million tons receive proper treatment, less
than 20 percent of the total amount," he said.
Zhang cited limited treatment capacity, the high cost of proper disposal and
slack supervision by environmental authorities as causes of the failure to
control the use of dangerous chemicals.
The ministry set the end of 2012 as a deadline for all chromium plants to
properly treat all of their stockpiled slag. Toxic waste produced after 2006 has
to be cleared up by the end of this year. Those who fail to meet the deadlines
will be ordered to halt production.
An independent investigation by environmental organization Greenpeace shows that
there are still more than 140,000 tons of chromium slag stockpiled at Yunnan
Luliang Chemical Industry, the polluting company in Qujing.
Tests showed that the groundwater near the plant has an extremely high
concentration of carcinogenic sexivalent chromium. Nearby villagers have
complained about a higher than normal rate of cancer in their communities.
Some environmentalists welcomed the ministry's move.
Ma Tianjie, a toxics campaigner from Greenpeace, said: "The timetable to
properly dispose of stockpiled toxic waste is very important. But it is also
essential for the ministry to disclose relevant information so the public can
participate in the supervision."
