Joint Venture Agreement Signing - Michelin & PT Petrokimia Butadiene Indonesia

On Monday, June 17, 2013 was held the Joint Venture Agreement Signing Ceremony between PT Petrokimia Butadiene Indonesia (PBI), a wholly-owned subsidiary of PT Chandra Asri Petrochemical Tbk (CAP), and the Compagnie Financière Du Groupe Michelin which create a Joint-Venture company, to produce Synthetic Rubber. The signing ceremony was held in Wisma Barito Pacific, Jakarta, and was attended by representatives of both parties. The Agreement was signed by Luc Minguet (Senior Vice President/ Chief Procurement Officer) and Chan Hock Sen (Vice President, Legal & Tax Services, Asia Pacific) as the representatives of Michelin, while PT Petrokimia Butadiene Indonesia was represented by Erwin Ciputra (President Director of CAP & PBI), Paramate Nisagornsen (Vice President Director of CAP & PBI), and Suryandi (Director of PBI).

The synthetic rubber plant will be the first in Indonesia and will produce feedstock for the industry of environmentally friendly tire in line with the trend of eco-friendly tire usage globally.

The French manufacturer plans to increase tire production in Asian markets as demand for cars and light trucks keeps growing in several large countries in the region, including China, the world’s largest car market. This contrasts with the European car market, which is poised to fall for the sixth straight year, causing the Clermont-Ferrand, France-based company to reduce capacity in its home region.

“It seems they are investing here to target the market for replacement tires,” Joko Sogie, an analyst at PT Danareksa Sekuritas, said by phone in Jakarta. “At the current economic growth rate, and the state of the road infrastructure, Indonesian motorists are expected to change their tires once every two years. That rate is higher compared to the replacement rate in Europe which might be once every three years.”

Apart from its cooperation with Chandra Asri, Michelin has an investment in one of the country’s tire manufacturers, PT Gajah Tunggal, which is listed on the Indonesia Stock Exchange (IDX) under the code GJTL. Michelin has held a 10 percent stake in GJTL since 2004.

Michelin and GJTL also signed a cooperation agreement in 2004 focusing on the manufacture of passenger car tires for Michelin’s markets outside Indonesia and distribution in the country.

On June 17, 2013, PT Petrokimia Butadiene Indonesia (PBI), a wholly-owned subsidiary of PT Chandra Asri Petrochemical Tbk (CAP), and the Compagnie Financière Groupe Michelin (Michelin), signed an agreement to create a Joint Venture company, to produce Synthetic Rubber. The new company will be owned 55% by Michelin and 45% by PBI.

The total Investment is estimated at US$435 million. Pending final investment decision, plant construction is expected to commence in early 2015 with completion and start-up targeted for the beginning of 2017.

In line with high growth of auto industry in new emerged countries and the global trend towards more performance requirement from tires, i.e. tires which are safer, last longer and deliver fuel savings, the demand for more technological synthetic rubber are forecast to increase as these are necessary to deliver more performances in a single tire and be at the same time environmentally friendly. Michelin and PBI will combine in this partnership their expertise, bring significant synergies and create value both for the Indonesian and South East Asian markets.

PT Petrokimia Butadiene Indonesia (PBI) is the first Butadiene plant in Indonesia and a subsidiary of PT Chandra Asri Petrochemical Tbk, the largest vertically integrated petrochemical company in Indonesia. The Butadiene plant target for completion and commercial production on July 2013.

INDONESIA: Pertamina and Chandra Asri scrap joint venture deal

State energy firm Pertamina is abandoning a deal with Chandra Asri Petrochemical, the country’s largest petrochemical producer, to establish a joint venture to build a petrochemical plant, it said on Friday, 28 June 2013).

In December, Pertamina and Chandra Asri signed a memorandum of understanding to perform a feasibility study for building a petrochemical facility. The agreement was predicated on the establishment of a joint venture.

“After conducting joint studies, Pertamina and Chandra Asri Petrochemical agreed to end the memorandum of understanding out of mutual interest for the reason that both parties can not reach an agreement on terms of the planned joint venture,” Ali Mundakir, Pertamina’s vice president for corporate communication, said on Friday (28 June 2013), refusing to disclose further details.

Pertamina and Chandra Asri initially planned to build a petrochemcial plant to produce 250,000 tons of polypropylene a year. The cost of investment for the deal was estimated at USD 200 million.

The latest development comes just weeks after Pertamina announced a petrochemical business agreement with Thailand’s PTT Global Chemical and Chandra Asri signed a $435 million joint-venture agreement with Paris-based Michelin to produce synthetic rubbers.

Early this month, Pertamina signed an agreement to purchase petrochemical products from PTT Global Chemical, as part of the pre-marketing strategy of the companies’ joint Indonesian petrochemical business.

Pertamina and PTT Global Chemical have already entered a joint venture agreement to build a petrochemical facility with an annual production capacity of 1 million tons and estimated cost of $5 billion. The facility will produce ethylene and polypropylene, as well as polyethylene and polyvinyl chloride. Construction of the facility is expected to start next year, with production beginning in 2018.

Pertamina has said it plans to make petrochemicals a key part of its business and become a regional leader by 2025. The state-owned company holds a 10 percent share of the domestic petrochemical market, which, due to low refinery capacity, relies on around USD 5 billion a year in imports.

The Collaboration Of Pertamina-Chandra Asri

Indonesia's Pertamina began to expand its business into Petrochemicals. It was marked by the signing of a Memorandum of Understanding (MoU) regarding the finalization of strategic agreement to form a joint venture between Pertamina and PT Chandra Asri Petrochemical. The signing was conducted by Pertamina Processing Director Chrisna Damayanto and President Director of PT Chandra Asri Petrochemical Erwin Ciputra, on Monday (2012/12/3) at Executive Floor Lounge, M floor, the main building of Pertamina Central, Jakarta.

"What we are doing this is an output from long work. Pertamina make changes to manage the business, who had just engaged in the oil and gas, now expanded into the energy field. In this field, there is a petrochemical business which is in fact also is nothing new for Pertamina. Because, the first time sponsors this business in Indonesia is also Pertamina. We built polypropylene in 1971, "explained Chrisna.

According to Chrisna, working with Chandra Asri was not the first time. "First we ever cooperate with PT Chandra Asri build a refinery at Dumai. We are delighted to be teaming up again with fellow company Indonesia. This is exactly the right strategic alliance."said Chrisna.

The signing of the MoU is in line with Pertamina plans to accelerate the expansion of Pertamina in downstream areas as well as to reaffirm the commitment of the Pertamina to increase Indonesia's economy, in particular through the development of the petrochemical industry in Indonesia.

In the meantime, the Director of PT Chandra Asri Petrochemical Erwin Ciputra also conveys the purpose of the cooperation. "This MoU aims for the development, construction, and the operation of the plant will be built together with Pertamina and Chandra Asri with production capacity of 250 thousand tons per year. Of course this development also aims to meet the increasing needs of polypropylene in the country, "said Erwin.

Erwin wished this cooperation can reduce the dependence on imported petrochemical products which can eventually develop a petrochemical industry in Indonesia.

Erwin is also much honored for the trust that has been given by Pertamina to PT Chandra Asri has been appointed partner of strategic development of the petrochemical industry in Indonesia.

Pertamina and PTT Global Chemical to Build World Class Petrochemical Complex in Indonesia

PTT Global Chemical Public Company Limited or PTTGC and PT Pertamina (Persero), the Indonesia state-owned integrated energy company, have signed the Head of Agreement (HoA) to build the world class Petrochemical Complex in Indonesia. The complex is scheduled to start its commercial operation by 2017 with estimated investment of about $4-$5 billion.

PTTGC, the Thai leading Petrochemical producer, and Pertamina, the Indonesia stated-owned integrated energy company, announced its formal partnership by entering into the HoA for building Petrochemical Complex in Indonesia on April 1st, 2013. The HoA defined collaboration framework between the two companies to undertake detailed feasibility studies for future business development plans and also to establish a joint venture company for the partnership.

“Due to promising demand of Petrochemical in Indonesia and Pertamina’s huge potential to integrate refining and petrochemical business, we have set Petrochemical business as one of Pertamina’s growth pillar. We also have selected PTTGC to co-develop this high priority project due to its proven capabilities and extensive experience in Petrochemical” said Mrs. Karen Agustiawan, President Director and CEO of Pertamina.

“We estimated an investment of about $4-$5 billion on this complex consisting of world scale Olefin plant and downstream polymer units” she added.

It is planned that the joint venture company will be established by the end of 2013 to start the engineering and construction work. Meanwhile the commercial operation is targeted to commence no later than 2018.

“We, as a Thai company, are very proud to be selected by Pertamina on this very important project. We believe that Petrochemical business shall contribute significantly to Indonesian economic and push forward the ASEAN to become the major Petrochemical hub” said Mr. Anon Sirisaengtaksin, CEO of PTTGC.

In this regard, it has tremendous potential to integrate refinery and petrochemical business hence adds more values to the natural resources of Indonesia. Pertamina-PTT Sign Polymer Sales and Purchase Agreement

PT Pertamina (Persero) has signed a Sales and Purchase Agreement (SPA) for Polyethylene and Polypropylene products with PTT Polymer Marketing (PTTPM), which is the subsidiary of PTT Global Chemical for petrochemical product marketing as the initial step in developing petrochemical industry in Indonesia.

Chandra Asri, Ferrostaal to construct Indonesian olefins complex

German-based construction and engineering company Ferrostaal Industrial Projects has entered into an agreement with petrochemical firm PT Chandra Asri to construct a methanol-based olefin manufacturing complex in West Papua province, Indonesia.

Built in Teluk Bintuni, the $1.89bn complex will manufacture up to 400,000t per year of polypropylene (PP) and 175,000t per year of ethylene.

The construction of the project is subject to the completion of the feasibility studies as well as gas prices and allocation from the Indonesian Ministry of Energy and Mineral Resources.

PT Chandra Asri president director Erwin Ciputra was quoted by The Jakarta Post as saying that "we are still on the agreement on feasibility studies. [What comes next] will depend on whether we will get the gas allocation".

Scheduled to be completed by 2019, the proposed complex will receive the gas from Tangguh liquefied natural gas (LNG) facility in West Papua.

Tangguh LNG is a grassroots facility for producing LNG and condensate.  The LNG plant site is located on the southern shores of Bintuni Bay Regency of Papua Barat Province.  The gas resource is sourced from six natural gas fields: Vorwata, Wiriagar Deep, Ofaweri, Roabiba, Ubadari, and Wos.

Ferrostaal signs Letter of Intent for downstream petrochemical project in West Papua

As part of the state visit by Susilo Bambang Yudhoyono, the President of the Republic of Indonesia, a meeting took place in Berlin today between Dr. Klaus Lesker, Managing Director of Ferrostaal GmbH, and the President.

Prior to this meeting, Ferrostaal signed a Letter of Intent with the Ministry of Industry of the Republic of Indonesia on cooperation for the development of a downstream petrochemical investment project in the West Papua region of Indonesia.

Ferrostaal as project developer
A petrochemical plant complex for the production of methanol, propylene and polypropylene from natural gas is due to go into production in the Teluk Bintuni Regency in 2019. Ferrostaal’s role in the project is that of project developer and investor, in addition to which it will be responsible for structuring the investments planned by the foreign and local Indonesian investment partners. According to the Letter of Intent, the allocation of the principal gas supply from local reserves as well as the allocation of building land within an industrial park planned by the Ministry of Industry of the Republic of Indonesia in Teluk Bintuni will follow within the next months.

Significant economic benefits for the Indonesian market
“The project promises significant economic benefits for the Indonesian market thanks to the high level of value added in the country. Firstly, use of the end products for its own market will enable Indonesia to save up to 600 million US dollars annually on imports. Furthermore, the high technical standards of the plant complex will ensure a technology transfer and safeguard long-term jobs for up to 3,000 direct and indirect employees. This is about four times the number that would be created by, for example, the production of liquefied natural gas (LNG),” says Klaus Lesker, Managing Director of Ferrostaal GmbH.

Supply of local plastics and fuel markets
After completion of the plant, annual output is expected to be in the region of 400,000 tonnes of polypropylene. The plastic as well as the by-products petrol (approx.. 150,000 tonnes) and liquefied natural gas (approx. 34,000 tonnes) are to be sold on the local market in order to meet the growing local demand and support growth in the country through this import substitution. Polypropylene is the second most important plastic in the world after polyethylene. In Indonesia, the material is to be used primarily in the plastics industry for the manufacture of containers for example, but also increasingly in the automotive and furniture industries.

Sustainable industrialisation in Indonesia
The project supports the implementation of a master plan adopted by the Republic of Indonesia (MP3EI), which provides for sustainable industrialisation in the period to 2030 in order to accelerate economic development, particularly in the east of Indonesia. Indonesia will particularly benefit from the alternative polypropylene production technology. Production will be based exclusively on local natural gas from reserves in West Papua, which have the potential to keep the plant complex supplied for at least 25 years.

Chandra Asri Expands Naphtha Cracker Production Capacity
 Strengthen its leading position as integrated petrochemical company in Indonesia and regional

On September 13, 2013, PT Chandra Asri Petrochemical Tbk has signed cooperation contract of Engineering, Procurement, and Construction (EPC) for the construction of production facility of the Company's Naphtha Cracker with Toyo Engineering Corporation.The expansion will increase its Naphtha Cracker production capacity up to 43%.

同社は2011年12月、大増設計画を棚上げすると発表した。世界経済の状況が不安定なためで、状況が好転すれば再検討する。
但し、上記ブタジエン計画は続行し、2013年に完成させる。

The construction process is targeted to commence in the third qurter of 2013 and will be completed and operating in the fourth quarter of 2015.

Investment cost for the expansion is estimated at US$380 million, with sources of funding from the combination of loan and equity.

With the production capacity expansion, Chandra will be more self-sufficient in the supply propylene as feedstock of its PP plant and the provision of Mixed C4 for its butadiene plant which is operated by its subsidiary, PT Petrokimia Butadiene Indonesia.

The availability of Py-Gas in large quantities will also give an opportunity to build BTX plant that can produce benzene, toluen and also mixed xylene. Benzene is one of the feedstock needed to produce SM which is produced by PT Styrindo Mono Indonesia, subsidiary of Chandra.

東洋エンジニアリングは、インドネシアのチャンドラ・アスリ・ペトロケミカルより、ジャワ島西部チレゴン近郊で稼働中の、ナフサを原料としたエチレンプラントの能力増強プロジェクトを受注しました。

本プロジェクトは1990年代にルーマス法エチレン技術を基に、当社が建設した既設プラントの生産能力を、現在の年産60万トンから86万トンへと増強するもので、昨年7月より本プロジェクトのFEED業務を実施しました。既設プラントの建設実績及びFEEDでの各種提案が評価され、今般詳細設計、調達、建設工事一括を受注しました。本プロジェクトの完工は2015年末を予定しています。
