As the first major hydrocarbon-producing economy to take such a step, Abu Dhabi has established its leadership position by launching the Masdar Initiative.The Masdar Initiative driven by the Abu Dhabi Future Energy Company (Masdar), a wholly owned subsidiary of the Mubadala Development Company (Mubadala) is a global cooperative platform for the open engagement in the search for solutions to some of mankind's most pressing issues: energy security, climate change and the development of human expertise in sustainability.

Abu Dhabi is leveraging its substantial resources and experience in global energy markets into the technologies of the future. One key objective of Masdar is to position Abu Dhabi as a world-class research and development hub for new energy technologies, effectively balancing its strong position in an evolving world energy market.

The Industries Unit invests globally and locally to establish a portfolio of production assets cementing Masdar’s position as a leader in renewable clean energy. These investments provide Masdar access to technology and strategic markets in key segments of the renewable energy value chain.

The unit’s current flagship investment is Masdar PV, created in April 2008 with the goal of becoming a top-3 global thin-film photovoltaic (PV) company. As the first facility in the region to apply advanced semiconductor nano-manufacturing technologies, it will significantly enhance Abu Dhabi’s profile as a technology leader. A $600 million phase-one investment will fund the construction of plants in Germany and Abu Dhabi with a combined annual output of 210 megawatts. Further expansions are planned to allow the company to achieve 1 gigawatts of annual output.

Masdar PV is an anchor client in the unit’s Solar Manufacturing High-Tech Cluster in Abu Dhabi. When completed, the cluster will be one of the most advanced production centers for renewable energy technologies. Spanning four square kilometers, it will house production facilities for three main PV technologies: crystalline-based PV; thin-film PV (including Masdar PV); and concentrated PV (CPV); as well as a supporting supplier base.

The unit is actively developing investments in other renewable and clean technologies, such as energy storage, efficiency, lighting, and wind.

The unit’s projects will generate significant economic benefit by stimulating further investment and diversification opportunities for the Abu Dhabi economy and by developing exports of cutting-edge technology.

By strategically combining local production with international partnerships and acquisitions, the Industries Unit aims to ensure Abu Dhabi’s continued leadership in this new era of energy.

Masdar PV

Masdar PV is Abu Dhabi’s first high-tech manufacturing company. Starting with facilities in Erfurt, Germany (followed by Abu Dhabi) producing amorphous thin film photovoltaic modules of an annual capacity of 210 MW. Applied Materials has been chosen as the main equipment provider.

Masdar PV’s Executive Management is renown in the solar industry for decades and is headed by the CEO Dr. Rainer Gegenwart and COO Joachim Nell.

This first phase of the development (at an investment of US$ 600 Mn) is merely the starting point of Masdar’s Gegawatt (GW) ambitions with a number of planned expansions into the US and other markets.

Being the global center of competence in solar, Germany has been chosen to ensure state-of-the-art technology and knowledge transfer to Abu Dhabi.


Masdar High-Tech Manufacturing Cluster Abu Dhabi

The High-Tech Manufacturing Cluster is currently being developed in the Emirate of Abu Dhabi, north of Abu Dhabi City. The cluster will span an area of approximately 4km2 and together with the planned Masdar City, will represent the center for high-tech development and deployment in the Region.

Given its location, economic growth and low cost base, the cluster will attract not only companies from the solar industry but also from related supply areas such as gas, glass, and many more.

Within that cluster, Masdar’s major role is to provide the infrastructure and kick-start its development with view of establishing Abu Dhabi as a key technology developer.

20年の目標値 日本の10倍
 アブダビ国際空港の隣に広がる砂漠地帯。その一角で約8万7000枚(1万キロワット)の太陽光パネルが、発電開始を待っていた。「世界初のゼロ・カーボン都市」(二酸化炭素を排出しない都市)を名乗る「マスダールシティー」の建設現場だ。
 敷地は東京都千代田区の約半分にあたる6平方キロ。世界から1500社を招致し、4万人が居住、5万人が通う都市となる。16年の完成予定で、米ゼネラル・エレクトリック(GE)が他に先駆け進出を決めた。
 都市内はガソリン車が一台も走らず、電力はすべて太陽光を中心とした再生可能エネルギーでまかなう。建設費220億ドル(約2兆円)の少なくとも45億ドルをアブダビ政府が負担、残りは海外からの投資を期待する。
 だが都市建設は「マスダール構想」の一部に過ぎない。首都アブダビから南西120キロの砂漠では、夜間でも発電できる太陽熱を利用した10万キロワットの発電所が11年から商業運転を開始する。最終的には、20年までに首長国内の太陽光(熱)発電を150万キロワットに引き上げる計画。日本の電力10社は、20年の目標値を計14万キロワットとしており、その10倍以上となる。
 こうした事業の推進により、20年までに電力に占める再生可能エネルギーを今のゼロから7%以上に引き上げるという大きな目標を掲げている。
 マスダール構想を担うアブダビ未来エネルギー公社(ADFEC)会長のアハメッド・アリ・アル・サイエ氏は「野心的かもしれないが、実現のためにやれることは何でもやっている」と胸を張る。

将来見据え海外にも投資
 本来、産油国にとって再生可能エネルギーは、石油と競合し将来の収入を奪いかねない脅威のはず。それなのになぜ、自ら開発に力を入れるのか。
 国営石油会社のユーセフ・オメール最高経営責任者(CEO)は、「石油には限りがあるが、太陽にはない」と話す。景気回復とともに世界のエネルギー需要はいずれ回復し、化石燃料だけでは長期的な需要増に対応するのが困難になると見る。地球温暖化問題もあり、太陽光や風力が重要な役割を担う日は遠くない。ならば、今から投資して主要プレーヤーになろう、という戦略だ。
 将来を見据えて、海外の再生可能エネルギー計画にも積極的な投資を続ける。スペインでは、現地企業との合弁で太陽熱発電事業を推進しているほか、英国でも、世界最大の海上風力発電事業に20%出資した。また、1月26日に、ドイツのボンで75カ国が参加して発足した太陽光や風力などの新エネルギー普及を目指す「国際再生可能エネルギー機関」(IRENA)の本部誘致にも名乗りを上げている。

ー マスダール構想の目的は?
 再生可能エネルギー版シリコンバレーを目指す。この分野をリードする研究、教育、金融企業を集結する。

ー 石油、天然ガスがあるのに、なぜ?
 石油依存から脱却するため産業多角化を図ろうとしている。石油とガス(がエネルギー全体に占める比重)が落ちて行く中、国際エネルギー市場での地位を維持するには補うものが必要で、それが再生可能エネルギーだ。

ー 日本企業の参加がほとんどないようですが。
 太陽光では特に日本企業の技術に期待している。欧米企業は積極的にアプローチしてくるが、日本企業は保守的で、自分たちの技術を守ろうとしているようだ。だが彼らも急がないとチャンスがずっと残っているわけではない。

ABU DHABI'S MASDAR INITIATIVE BREAKS GROUND ON CARBON-NEUTRAL CITY OF THE FUTURE

Total project development budget is $22 billion for the world's first zero-carbon, zero-waste
city


Abu Dhabi, United Arab Emirates, 9 February 2008 - Abu Dhabi today broke ground on Masdar City, the world's first zero-carbon, zero-waste, car-free city. The global milestone event was marked by the laying of a virtual cornerstone by His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and a visually stunning production depicting life in the city.

In conjunction with the groundbreaking, Masdar CEO Dr. Sultan Al Jaber announced a total development budget for the city of $22 billion. Of that investment total, Masdar ("the source" in Arabic) will contribute $4 billion to develop the city's infrastructure. The remaining $18 billion will come through direct investments and the creation of various financial instruments to raise needed capital. An essential driver for the development of the city is carbon finance. Carbon emissions reduced by Masdar City will be monetized under the Kyoto Protocol's Clean Development Mechanism.

In addition to full-time residents, Masdar City will seek to attract and encourage collaboration between experts in sustainable transportation; waste management; water and wastewater conservation; green construction, buildings and industrial materials; recycling; biodiversity; climate change, renewable energy and green financial institutions. Masdar will maximize the benefits of sustainable technologies, such as photovoltaic cells and concentrated solar power, through an integrated planning and design approach.

By implementing these technologies, Masdar City will save the equivalent of more than US $2 billion in oil over the next 25 years, based on today's energy prices. The city will also create more than 70,000 jobs and will add more than two percent to Abu Dhabi's annual GDP.

"We are creating a city where residents and commuters will live the highest quality of life with the lowest environmental footprint," said Dr. Al Jaber. "Masdar City will become the world's hub for future energy. By taking sustainable development and living to a new level, it will lead the world in understanding how all future cities should be built."

In addition, the city will achieve unprecedented levels of demand reduction. Highlights include :

  • Seventy-five percent reduction in installed power capacity; Masdar City will require approximately 200 MW of installed clean power versus more than 800 MW of installed capacity to power a similar city based on conventional design
  • Water needs cut by more than half; Masdar City will require around 8,000 m3 per day of desalinated water versus more than 20,000 m3 per day for traditional cities
  • Landfill area severely diminished; a city of this size would have required millions of square meters of landfill area; Masdar City will need virtually no landfill area.

The first step in the city's seven-phase plan is the development of the Masdar Institute of Science and Technology (MIST), the world's first graduate university dedicated to renewable energy. Developed in collaboration with MIT and scheduled to open in 2009, MIST will maintain a body of students and professors focused on developing the next generation of solutions to the world's growing dependence on fossil fuels.

The six-square kilometre district is designed by renowned architecture firm Foster + Partners and set to be completed in 2016 in conjunction with Abu Dhabi's 2030 Development Plan. It will eventually grow to 1,500 businesses and 50,000 residents and will be home to international business and top minds in the field of sustainable and alternative energy. Of this, 30 percent will be zoned for housing; 24 percent for the business and research district; 13 percent for commercial purposes, including light manufacturing; 6 percent for the MIST; 19 percent for service and transportation; and 8 percent for civic and cultural pursuits.

【1月22日 AFP】アラブ首長国連邦(UAE)のアブダビ(Abu Dhabi)首長国で、世界初となる二酸化炭素(CO2)を排出しない「ゼロ・カーボン・シティー」の建設が来月から開始される。アブダビで同日開幕した国際会議「World Future Energy Summit」で開発業者が発表した。



■地球に優しい未来型都市

「マスダール・シティー(
Masdar City)」と名付けられたこの新都市は2013年の完成予定で、総面積は6平方キロ、想定人口は5万人。太陽光発電など再利用可能なエネルギーで都市全体を賄う。「マスダール」はアラビア語で「資源」の意。

 マスダールの建設に当たる
Abu Dhabi Future Energy CompanyADFEC)の担当者はこの都市について、「CO2を排出せず、地球にまったく害を及ぼさない。その上、住民に最高級の生活水準を提供する都市になる」と胸を張る。

■市内交通には「自動ポッド」

 市内の移動には自動車を一切使用せず、路面電車と自動化された「自動ポッド」を利用する。ポッドは水平移動するエレベーターのようなもので、口頭で行き先を伝えるだけでその場所に運んでくれるという。

 都市設計はフォスター・アンド・パートナーズ(
Foster and Partners)が担当。高層ビルがひしめくアブダビ市と異なり、マスダール市内は低層建築物で統一され、すべての建物の屋上にソーラーパネルが設置される。海風の吹く場所に建設され、砂漠の熱風と隣接するアブダビ国際空港(Abu Dhabi airport)からの騒音は外壁で遮断する。

■太陽光発電で電力を完全供給

 新都市の電力は、約3億5000万ドル(約370億円)かけて建設される100メガワット級の太陽光発電所が供給。将来的には、発電能力を500メガワットまで拡充し、ピーク時の電力供給圧力を緩和する。

 さらに、マサチューセッツ工科大学(
Massachusetts Institute of TechnologyMIT)と共同で、未来のエネルギーを研究する大学も設置されるという。

■原油依存経済から脱却できるか

 マスダール・シティー計画は、2006年にアブダビ首長国政府が発表した「マスダール・イニシアティブ」と呼ばれる構想の一部だが、民間自然保護団体「世界自然保護基金(
WWF)」も旗艦プロジェクトと位置づけ参加している。

Abu Dhabi, United Arab Emirates, 21 January 2008 - In an address before delegates of the World Future Energy Summit here today, His Highness, General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the U.A.E. Armed Forces, announced the most ambitious sustainability program ever launched by a government - an initial investment of US$15 billion in projects targeting solar, wind and hydrogen power; carbon reduction and management; sustainable development; education; manufacturing; and research and development.

The investment will be channelled through the Masdar Initiative, a company that aims to explore, develop and commercialize future energy sources. Masdar will leverage the Abu Dhabi government's initial US$15 billion investment with joint ventures and other investment partners for a grand portfolio many times larger, comprised of projects in Abu Dhabi, the MENA region and globally.

The emirate of Abu Dhabi, the capital of the United Arab Emirates, has been a leader in the field of hydrocarbons for nearly half a century. One of Masdar's primary objectives is to build upon Abu Dhabi's energy leadership and develop an entirely new domestic economic sector built on energy innovation and intellectual property, thereby establishing the emirate as the regional and global center of future energy solutions.

Strategically located for Abu Dhabi’s principal transport infrastructure, Masdar will be linked to surrounding communities, as well as the centre of Abu Dhabi and the international airport, by a network of existing road and new rail and public transport routes.

Rooted in a carbon neutral ambition, the city itself is car free. With a maximum distance of 200m to the nearest transport link and amenities, the compact network of streets encourages walking and is complemented by a personalised rapid transport system. The shaded walkways and narrow streets will create a pedestrian-friendly environment in the context of Abu Dhabi’s extreme climate. It also articulates the tightly planned, compact nature of traditional walled cities. With expansion carefully planned, the surrounding land will contain wind, photovoltaic farms, research fields and plantations, so that the city will be entirely self-sustaining.

内容
  • (1)今回発注した実証実験プラントは、昨年12月に首相官邸にて調印され た、当社、MASDARならび東京工業大学(以下、「東工大」)間の共同研究開発契約に基づく研究開発推進のため、MASDARがアラブ首長国連邦のアブ ダビ国際空港近くに建設を進めている二酸化炭素排出ゼロをめざす未来型都市「マスダール・シティー」敷地内のテストサイトに建設される予定です。
  • (2)今回建設される集光量100キロワットの実証実験プラントの運転を通じて、実際の集光分布 と東工大のスーパーコンピュータを利用した集光シミュレータによる計算結果を厳密に比較すると同時に、各種機器の性能を測定することにより、将来の大型商 業プラント設計に欠かせない数多くの貴重なデータを収集することが可能となります。
  • (3)また、現在把握しきれていない商業化への課題抽出、分析、改良を行い、将来の商業化プラント建設の可能性を追求することを目的としています。
  • (4)現在、中東産油国を含む世界のサンベルト地帯で注目されている集光太陽熱発電技術には、大きく分けてトラフ型とタワートッ プ型がありますが、今回の共同研究開発では、東工大炭素循環エネルギー研究センター 玉浦裕(たまうら ゆたか)教授が提案する東工大式ソーラータワー ビームダウン集光技術を実証し、太陽熱発電コストのさらなる低減をめざします。この技術はタワートップ型をさらに進化させたもので、一度タワー先端に集光 された太陽光を、東工大独自技術を結集した中央反射鏡により地上近くに設置した太陽炉に再反射させます。太陽炉を地上近くに設置することによって、建設コ ストやメンテナンスコストを低減することが可能と言われており、他の集光太陽熱技術に比べ、発電コストを低く抑えることが期待されています。

Masdar and GE Announce World’s First ecomagination Centre at Masdar City  

Masdar announced today that GE will be an anchor partner in Masdar City. In a joint Masdar-GE agreement, the two companies outlined plans to house a new Ecomagination Centre, focused on sustainable business solutions and to form a broader R&D relationship that will support the development and deployment of new and innovative technologies. This center is part of a multi-faceted strategic partnership signed by Mubadala and GE in July 2008.

Masdar City, currently under construction, will be the world’s first carbon-neutral, zero-waste city completely powered by renewable energy. Masdar is driven by the Abu Dhabi Future Energy Company (ADFEC), a wholly owned company of Mubadala Development Company. The City is a reflection of the long term strategic commitment by the government of Abu Dhabi to accelerate the development and deployment of future energy solutions.

Ecomagination is GE’s commitment to conceive and construct pioneering technologies that help customers address their environmental and financial needs. The Ecomagination Centre at Masdar City will support the development of energy efficient products in the region and will raise awareness of energy conservation among the Masdar City community. The Centre will also showcase GEtechnologies, including wind, solar and other renewable energy products that will power the next generation “smart” electrical grid, water purification technology, and energy-efficient appliances for the home.

MASDAR AWARDS DESIGN CONTRACT FOR ABU DHABI CARBON CAPTURE AND STORAGE PROJECT TO MUSTANG ENGINEERING

ADU DHABI, November 18, 2008 ? Masdar, an Abu Dhabi government initiative, owned by Mubadala Development Company, announced today the selection of Houston, Texas-based Mustang Engineering, a subsidiary of international energy services company John Wood Group PLC, to provide front-end engineering and design (FEED) services for Masdar’s Carbon Capture and Storage (CCS) project in the United Arab Emirates.

Abu-Dhabi, 18 November 2008 - The project constitutes the first phase in a series of facilities capturing carbon dioxide emissions from Abu Dhabi’s industrial and power generation plants. The CO2 will be transported in a pipeline network and injected in Abu Dhabi’s oil reservoirs for enhanced oil recovery. The objective of the CCS network is to reduce Abu Dhabi’s carbon footprint and replace the vast amount of natural gas currently re-injected into oil reservoirs.

The first phase consists of 5 million Tons of CO2 gas captured per year as of end 2013 from 3 emission sources: a gas-fired power plant, an aluminum smelter and a steel mill.

“This project marks a major milestone in our leadership’s vision to provide clean energy, reduce carbon emissions and promote sustainable development,” said Masdar CEO Dr. Sultan Al Jaber.

“We selected Mustang Engineering because of their industry-leading position in CO2 recovery, conditioning and injection projects, as well as their expertise in energy production projects worldwide. This series of projects will reduce our carbon footprint, and position Masdar and Abu Dhabi as global leaders in clean power.”

The FEED follows a successful eight-month feasibility study conducted by Masdar in 2007 to investigate CO2 emission sources in Abu Dhabi and evaluate the technical and economic feasibility of CO2 capture and transportation to oil reservoirs

J P Kenny, also a Wood Group company and operating from their Abu Dhabi office, will be responsible for FEED services for the CO2 pipeline network that will connect the capture sites in Abu Dhabi to the oilfield injection sites. This work is scheduled for completion in the 4th quarter 2009.
