(1) Jiangxi Xinghuo Organic silicone Plant

Jiangxi Xinghuo Organic silicone Plant is built on its predecessor of Xinghuo Chemical Work under the Ministry of Chemical Industry in 1968. Three decades since its founding, especially after its integration into China National Bluestar (Group) Corporation, the Plant has seen tremendous changes taking place within and without itself. The Plant has now grown into a large enterprise with the production capacity of 200,000 t/a organic silicone monomers and 80,000 t/a caustic soda, etc. The Plant obtain ISO9001 certificate of the system of quality certification in 1997. It has established a complete production system prioritizing the organic silicone products series part of which are exported to Europe, America, Southeast Asia, Japan, Korea and other countries and regions.

The Plant began to enter the realm of new chemical materials at the dawn of the 1980s and had built the largest organic silicone monomer production facility in China at the beginning of 1990s. Today the organic silicone monomers and intermediates have become the main products of the Plant which command a lion’s share in the like products market in terms of both product varieties and volumes across the country.

In May 2000, the Bluestar New Chemical Materials Co., Ltd went on public listing successfully, further invigorating Jiangxi Xinghuo Organic silicone Plant which is the principal part of the newly listed company. With the sustained improvement in production technologies, the Plant has secure a year to year stable growth in production volume, industrial output value and sales revenue, with its polymerization technology of organic silicone monomers reaching the advanced level on a global dimension.

In the meantime, the Plant has succeeded in joint-venturing with Cabot from US the 5000 t/a fumed silica project at the Xinghuo Industrial Park in Jiangxi Province. The project went into production upon completion in August 2006, further enhancing the market competitiveness of Xinghuo Organic silicone Plant.

Now the Plant contributes on the technical upgrading for the organic silicone facility which is expected to expand its production capacity from the current 200,000 t/a to 300,000 t/a in 2010.

(2) Lanzhou Bluestar Resin Co., Ltd

Lanzhou Bluestar Resin Co., Ltd was founded in March 2003. The 3000t/a Electronic-Grade Epoxy Resin production facility in current use was co-established by Lanzhou Bluestar Daily Chemical Work and Wuxi Petrochemical Co., Ltd on a joint stock basis. The equity of Lanzhou Bluestar Daily Chemical Work was later transferred to Bluestar New Chemical Materials Co. Ltd when China National Bluestar (Group) Corporation began to straighten up its internal industrial ascription in 2005. As a result, the Company is now jointly held by Bluestar New Chemical Materials Co. Ltd and Wuxi Petrochemical Co., Ltd and leaves its management of production and operation to Lanzhou Bluestar Daily Chemical Work.

The high-standard electronic-grade epoxy resin production facility currently in use is upgraded on the basis of the 3000t/a processing technologies introduced by Wuxi Petrochemical Co., Ltd from Germany. It boasts the advantages of low consumption in raw materials and energy, few by products and stable performance. Its major products include the Bluestar-branded and Phoenix-branded Bisphenol-A Epoxy Resin. The Company was recognized as the technological innovative entity of the Gansu Province in 2001, filling the blank in the fine chemical industry in the province. The Company was honoured as the “famous brand of Lanzhou” in 2004.

Founded in 1966, Bluestar (Beijing) Chemical Machinery Co., Ltd (BCMC) is built on its predecessor Beijing Chemical Machinery Work. Over the past four decades, the Work made vigorous efforts in promoting the development of the manufacturing industry for the nation guided by the philosophy of “Climbing new peaks to serve China’s chemical industry”. In 1998, the Work was incorporated into China National Bluestar (Group) Corporation as a wholly-owned subsidiary. Taking “Developing Chinese ion-exchange membrane electrolytic cells and overtaking internationally advanced levels” as its mission, BCMC is now the only one in China that can design, manufacture and install the complete set of ionic membrane caustic soda production unit independently and provide ion-exchange membrane electrolysis technologies and services. The Company also produces metallic anode dissepiment electrolytic cells, salt-water refining modules and caustic soda evaporation and production units.
In November 2006, Bluestar (Beijing) Chemical Machinery Co., Ltd was established. It is now striving to build itself into an well-known international engineering company in China and around the world.

(4) Bluestar Silicone Materials Co., Ltd

Share held by China National Bluestar, Bluestar Silicone materials Co., Ltd is a specialized company in Silicone (Metal Silicon) R&D, production and distribution. Notarized as a high-tech enterprise by Science and Technology Bureau of Gansu Province, the Company has been entitled to engage in the import and export business. The No.3 10000KVA Industry Silicone Furnace and the No.1 25500KVA Industry Silicone Furnace have been put into production respectively in October 2002 and in September 2003. The Capturing Dust and Decontaminating Gas System have been put in operation period in October 2003. It has now fixed assets of 350 million RMB, with a production capacity of 18000t/y Silicone, 8000t/y Recycling tiny Silicone Powder.

China Bluestar plans to make Bluestar Silicone Materials Co., Ltd the biggest enterprise of Metal Silicone R&D and production. As the raw materials production base for Bluestar Xinghuo Chemical Materials Co., Ltd, biggest enterprise of Silicone production, some of its productions are exported abroad.

During the 1st phase of 50000t/y Silicone Project, the Company has changed one 25000 KVA and one 10000 KVA Acetylith Furnace into silicon metal furnace. Another 25000 KVA silicon metal furnace will be put into production by October 2007 under the technique contract signed between the Company and MAGNET Germany. The reconstruction of No.2 electric furnace goes along with the Capturing Dust and Decontaminating Gas System’s construction. The production will reach 30000t/y Metal Silicone, 17000t/y tiny Silicon Powder.

Moreover, the Company is planning to start the 2nd phase 50000t/y project, as to achieve that the total Silicone production will reach 100000t per year and the Nano- Silica Powder 40000t/y. With a total investment of 800 million RMB and a planning sales revenue of 900 million RMB, the Company will fill up the blank of large electric furnace silicone production and will be the biggest one in Asia.

25500 KVA Silicon Metal Furnace has completed a great impact on others enterprises and consumers. Some foreign companies, such as GE, DOWCOMING, TOSHIBA, SHINETSU, ELKEM, PECHINEY, came to Lanzhou for joint venture and corporation negotiations.

(5) Bluestar Harbin Petroleum Corp.

Located in the Industrial Park in the southeast of Harbin city with an area of 320 thousands square meters and founded in July 2000, Bluestar Harbin Petroleum Corp is a large specialized enterprise in Organic Chemical Materials production, which is regrouped by China Bluestar on the basis of two original companies belonged to Harbin Chemical Division: Harbin Huayu Company and Harbin Petroleum Company

Covering an area of 100,000 square meters, the Company specializes in the production and sales of Quality Engineering Plastics, Color Developers, Functional Macromolecule Materials and other Fine Chemicals. Xingchen Synthetic Material Co., Ltd is the only company in China that can perform PBI Resin Synthesized and Engineering Plastic modification simultaneously. Since now,, the Company’s PBI resin production capacity has reached 21,000 t/a. After joint venture with Zhonggang (Hong Kong) Industrial Co., Ltd, the Company introduced from Toshiba and WP the double screw extruder units, thus expanding its production capacity of modified engineering plastic to 30,000 t/a.

With an annual turnover of 700 million RMB in 2005, it has a 704 staff in total and covers an area of 70 thousand square meters.

Wuxi Resin Work is now one of the largest epoxy resin manufacturers in China. As the only bisphenol-A production base in China, the Work has long been the Chairman unit of the Epoxy Resin Industry Association in China. In the virtue of the mature technologies of silicane cross-linked polyethylene used in cable insulation materials and black linear low density polyethylene (LLDPE) used in cable covering materials, the company manufactures the corresponding cable materials. By far, it has two production lines with a high robotization and controlled precision during the processes. The total annual production capacity reaches 3,200 tons, wherein, the capacity of silicane cross-linked polyethylene for cable insulation materials being 1,200 t/a, and that of black LLDPE for cable covering materials being 2,000 t/a.

It has a special measuring and testing laboratory, equipped with a series of testing apparatus for cable insulation materials, such as torque rheometer, plate vulcanization machine, high temperature aging testing box, high voltage power supply testing apparatus.

In 2000, the company was approved to be enrolled in Lanzhou High & New Technology Park, according to the No.67 (2000) document issued by Lanzhou High & New Technology Enterprises Management and Economy Development Park. And then, it was listed as one of High Technology Enterprise according to No.35 (20010) document by Gansu Province Science Technology Bureau. (3) Lanzhou BlueStar Daily Chemicals Co., Ltd.

Lanzhou BlueStar Daily Chemicals Co., Ltd. is a joint venture invested together by BlueStar Cleaning Co. and Lanzhou Daily Chemical Plant. It is a comprehensive daily chemical manufacturer mainly producing washing powders, soaps, and liquid detergents. It started to set food in chemical fields through the construction of 3,000 t/a epoxy resins in 2000. Situated at Chengguan District Of Lanzhou City in Gansu Province, the company occupies an area of 18,538 m2. It presently has 464 employees. The products have been sold to most of Chinese large or middle sized cities and rural areas in Gansu, Qinghai, Ningxia, Inner Mongolia, Shaanxi, Sichuan, Guangzhou, Shanghai, Xinjiang and Hebei. Additionally, its products are also exported to Russia, Nepal.

The company primarily produces daily chemicals such as washing powders, soaps, and liquid detergents. The capacities are listed as following: washing powders, 50,000 t/a; soaps, 10,000 t/a; liquid detergents, 6,000 t/a; glycerin, 500 t/a; water glass (sodium silicate), 20,000 t/a; epoxy resins, 3,000 t/a. Its “Swallow” brand washing powder has been awarded as “National First-class Product” and “Gansu Superior Quality Product”. “Swallow” washing powders, “Chenguang” soaps also win the Gold Prize by National Light Industry Exhibition Fairs, and Superior Product by National Light Industry Ministry. The detergents for silks and wools obtain the “Golden Dragon Prize” by National Economy and Trade Committee. “Chenguang” high performance soaps was awarded as Outstanding New Products Prize, and New Technology Third Class Prize by Gansu Province Economy and Trade Committee. Its glycerin won the Superior Product Prize of Gansu province.

Since the establishment of the company, it has won for several times “National Advanced Light Industry Enterprises” by National Light Industry Ministry, “Hundred Demonstration Enterprises” of National Inner-system Banks of the State Department, “National Advanced Reorganization Enterprises”, “Six-Good Enterprises” in Gansu Province, “National Advanced Enterprises” during the National Industry General Investigation. (3) Shenyang Radial Tire Mould Co., Ltd.

As one of the large professional mould manufactures in China, Shenyang Radial Tire Mould Co., Ltd. was reorganized by Shenyang Mould Factory in Nov.1999 and was designated by the former Ministry of Chemical Industry to produce different types of tire moulds and forming ram heads for national tire industry. The company has a total staff of 349 including 45 technical persons and also enjoys AA credit.

The company mainly produces radial tire adjustable mould and has an annual output of 800 sets with a market share of 60%. Some of the products are exported to Italy, Thailand, JK and MRF of India, and TIRECOGO of America. The company adopts the advanced technology equaled to international standard and is also the first to achieve the design and the manufacture of CAD/CAM adjustable mould and the integrated systems, being ahead of other companies in the same line in China. With a total staff of 300, the company has three production workshops and four auxiliary workshops, mainly producing 25 types of polyether products in three series with two kinds of techniques. At present, the annual production capability of propylene oxide and polyalcohol are 40,000 tons. The technique and equipment with the production capability of 28,000 tons each year are imported from Japan and the rest 12,000 tons are from Italy.

(3) Shenyang Chemical Industry Group

Shenyang Chemical Industry Group is a large-scale state-owned enterprise, founded mainly on Shenyang Chemical Co. Ltd. in 1995. In 1997, Shenyang Chemical Group is listed with issuance of A shares. After almost ten years of development, Shenyang Chemical Group has ranked among the 520 most important enterprises in China and 85 in Liaoning Province. It is also one of the five main industries supported by the Shenyang government. In April 2004, under the approval of the Shenyang government, Shenyang Chemical Group underwent capital restructuring with China BlueStar Group. When the project is completed in 2006, it will be a large combination chemical industry device, which is on the highest level of technology, and the largest unit device in China and increase sales income to 2 billion. (4) China Bluestar Daqing Petroleum Co., Ltd

Founded on 29th of July, 2005 in the Daqing high and new technology industrial development zone, China Bluestar Daqing Petroleum Co., Ltd is a high-tech enterprise. The Company, which is a joint venture by China National Bluestar (Group) Corp and Bluestar Petroleum Co., Ltd, has a registered capital of 250 million RMB, of which, China Bluestar 70 million and Bluestar Petroleum 180 million respectively. It has over 1 billion RMB annual sales revenue and 50 million RMB profit and tax.

The Company possesses of five production units, including 400000t/y DCC unit, 85000t/y Gas Recovery unit, 15000t/y MTBE unit, 22000t/y NP unit,12000t/y MEK unit, and other subsidiary production facilities such as the raw materials warehousing and transportation system and the quality control units, etc.

The prime products of the company include LPG, Propylene, Naphtha, NP, 1-Nonene, 1-Dodecene, Dodecyphenol, MTBE, MEK, Sec-Butanol, Butane, Butylene, etc. All products obtain ISO9001 certificate of the system of quality certification, of which, “Qinghong” is a famous mark of Heilongjiang Province, MEK has acquired “Product Excellence Award” of International Petroleum Industry Production Exhibition, NP has continuously got Gold Prize of China International Chemical Exhibition. In the year of 2005, the Company acquired the title of “Daqing Excellence Non-local Investment Corporation”.

String along with the developing strategy of “Small refining, Big chemical”, the Company has formed a competitive industrial chain with petroleum upstream and chemical downstream, and will continually carry out a strategic transformation of chemical development in the future. (5) Jinan Great Wall Oil Refinery

Jinan Great Wall Oil Refinery was established in 1971. It was transferred to the Bureau of Chemical Industry of Jinan municipality for management in 1998. The Refinery was reorganized into China National Bluestar (Group) Corporation in 2002 under the affiliate agreement between the Government of Jinan and Bluestar. In 2004, it was incorporated into China National Chemical Corporation. Jinan Great wall Oil Refinery has a total staff of 564, covering an area of 337 mu. It boasts an asset of 263 million RMB.

Located at No. 10 of the Yangzhuang Road adjoining the No.104 National Highway and the outer ring road of Jinan city, Jinan Great Wall Oil Refinery enjoys great convenience of transportation. It even has a private railway line consisting of 24 light oil crane positions and 32 heavy oil crane positions. Currently, the Refinery’s annual Crude Oil processing capacity reaches 300,000 tons and the heavy oil catalytic capacity tops 180,000t/y. The annual production volumes of Gasoline, Diesel Oil, LNG and Asphalt are 100,000 tons, 120,000 tons, 25,000 tons and 40,000 tons respectively. With a tanker storage capacity of 100,000 cubic meters, the Refinery wholesales its major products of Gasoline, Diesel Oil, LNG and Asphaltum to the Jinan subsidiary of Sinopec Shangdong and Shangdong Bluestar Oil Co., Ltd. (6) Lanzhou Bluestar Chemical Co., Ltd.

Since established in 1984, Bluestar experienced a marvelous process in developing continuously from home to abroad. During this process, Mr. Ren Jianxin, president of China National Chemical Corporation, never forgets his homeland Lanzhou and always calls for contributions to the development of Lanzhou. In September, 2005, in order to improve the industrial structure in Northwest China and enlarge the economic scale to promote the related industries, China National Bluestar (Group) Corporation reformed the assets of former Lanzhou Gas Works and founded Lanzhou Bluestar Chemical Co., Ltd., and made great efforts to plan and prepare the new methanol project with a capacity of 200，000 t/y. The projects will attract a total investment of 11.77 billion RMB and annual sales 21.46 billion RMB after they are completed and put into production.

Situated in the middle part of Lingang Industrial Park of Tanggu District Tianjin, Bluestar Tianjin Chemical Materials Co., Ltd under construction occupies 3.88 square kilometers. The company is 10 kilometers away form the centre of Tanggu District Municipality, 50 kilometers away from Tianjin, 142 kilometers away from Beijing and 38 kilometers away from Tianjin International Airport, and it is the first key large production base of ChemChina who focuses on new chemical materials.

The planning base covers 3 sections, 17 projects. Through the convergency among different sections, access between upstream and downstream and mutual raw materials supply, the Base will carry out a high level industrial chain; The Base will also save energy resource and reduce production cost by compensable use and exchange of waste and waste heat. Moreover, the Base is striving to build itself into a top-ranking environmental protection enterprise as to achieve a low cost of waste water treatment.

In the New Materials section, the Base is now under construction 400000t/y Silicone unit, 30000t/y PTMEG unit, 10000t/y fumed silica unit, 100000t/y MDI unit, 10000t/y PC unit, 140000t/y methionine unit; in the Organic Chemical section, 200000t/y Caustic Soda unit, 55000t/y 1-4 BDO unit, 300000t/y Phenol-Acetone unit, 150000t/y Bis-phenol A, 150000t/y Butyl Alcohol unit; in the DCC and CPP integrated section, 1600000t/y DCC integrated unit, 300000t/y CPP integrated unit, 200000t Port and Dock project, Waste water treatment project and 220KV Transformer Station and Storage Project.

The Tianjin Base is planned for 2 construction periods with a total investment of 50 billion RMB, of which the first period will finish and put into production by 2009 with an investment of 21 billion RMB; the second period by 2011 with 28 billion RMB. (7) Bluestar Oil Co., Ltd

Founded on March 31st 2003, Bluestar Oil Co., Ltd is a subsidiary controlled by China Bluestar National (Group) Corporation. Its major businesses include the research, development, production and sales of Petrochemicals, Chemical Fibers, Synthetic Materials, Chemical Reagents and Agents, Fine Chemicals and Rubber, the sales of Instrument and Apparatus, Equipment and Machinery, Crude Oil processing and Oil Products Manufacturing (exclusive of finished oil) and real estate investment and management. The company now holds controlling stakes in Jinan Baiyun Organic Chemical Co., Ltd which boasts China’s largest Methenamine unit of 10,000 t/a and two 100,000 t/a Formaldehyde unit. The Company also completed the registration for the Jinan Company (branch) in July 2003 with a view to consolidating its oil refineries in Jinan. Jinan Company is engaged in crude oil processing with the units leased from the Jinan Petrochemical Co., Ltd and also reached with the Shengli Oil Field Company the agreement for long-term cooperation. In July 2004, the Company also registered for the founding of Daqing Company (branch) to consolidate the oil and chemical works in Heilongjiang Province. Drawing the experience in founding and running the Jinan Company, the Daqing Company also operates with leased units and is gradually achieving business consolidation.

(8) Bluestar New Chemical Materials Co. Ltd, Nanjing Company

Bluestar New Chemical Materials Co. Ltd, Nanjing Company is a legal corporation controlled by China Bluestar National (Group) Corporation. With a total registered capital of 100 million RMB, the Company is specialized in the production and sales of 1, 4-Butanediol and R&D in related downstream products. It is located in the Nanjing Chemical Industrial Park, covering an area of 333,000 square meters.
With advanced technologies and key equipment introduced from abroad, the Company is now engaged in the construction of 55,000 t/a 1,4-Butanediol unit and supporting facilities. When put into operation, the unit can contribute 1 billion RMB in terms of sales revenue, making the Company the largest 1, 4-Butanedial production base in the country. Its products will be sold mainly in East and South China.

(9) Shanghai Bluestar New Chemical Materials Co., Ltd

Affiliated to China National Bluestar (Group) Corporation, the Shanghai Bluestar New Chemical Materials Co., Ltd is a central state-owned enterprise situated in Shanghai. Located at No. 395 of Minle Road in the Xinghuo Development Zone in Fengxian District of Shanghai Municipality, the company covers an area of 175 thousand square meters for its 1st phase construction. It now has a 300 staff in total, 70% of whom are with BA or above degrees and 30% are with medium or senior professional titles.

The predecessor of Shanghai Bluestar New Chemical Materials Co., Ltd was the Shanghai Solvent Factory. With more than 30 years of arduous work, the Factory successfully developed China’s largest POM pilot unit with independent IPR in 1998, which filled the blanket of POM products in domestic market. The Shanghai Bluestar New Chemical Materials Co., Ltd also developed the 40,000 t/a POM scale unit successfully by absorbing its independent IPR and introducing part of the production technologies and key equipment from abroad.

The primary businesses of Shanghai Bluestar New Chemical Materials Co., Ltd include POM production, research and development of fine chemicals, sales of POM products and other related chemicals and various trade businesses. At present, the company is engaged in the 1st phase construction of the 40,000 t/a POM project which is expected to be operational by the end of 2007. The company plans to build itself into the largest POM production base on a global scale by expanding its production capacity to 200,000 t/a in the next 3 to 5 years. It also aims to become the flagship in China’s POM industry by building key POM laboratories of national level.

(10) Bluestar Sichuan Machinery Co., Ltd

Affiliated to China National Bluestar (Group) Corp and covering 180 thousand square meters, Bluestar Sichuan Machinery Co, Ltd is located in the Mazu town of Shifang city, with a 800 staff in total and a registered capital of 41 millions RMB. It focuses on chemical metal pressure vessel and casting manufacture business. With an annual throughput of 250 million RMB, the company represents one of the 500 biggest machinery companies and the 50 biggest petroleum and casting manufacture companies in China. It is also the biggest research center of composite iron and steel railway frog and the third production base of non-magnetic steel for transformer in China.

The main product series are:
1、The Steeliness Trough, Jar, Heat-Exchange, Reactor, Tower Vessel, Spherical Vessel and other Pressure Vessels in petroleum, natural gas, fertilizer, chemical, electrical, metallurgy and medical industry, among which, Urea Synthesis Tower, Ammonia Converter, Methanol Synthesis Reactor, Spherical Tank and Pressurized Coal Gasification Furnace are key products. The Pressure Vessels are widely exported around the world, such as Australia, Indonesia, Yugoslavia and Iraq.

2、The forged pieces in railway, metallurgy, engineering, mine and shipping industry. The typical products are Composite Iron and Steel Railway Frog, Non-Magnetic Steel for transformer, vehicular steeliness 8620 and crankshaft, among which, Composite Iron and Steel Railway Frog is the last patent product. And the forged pieces are widely exported to Canada, Japan and Singapore.

The Company possesses of A1, A2, A3 Pressure Vessel Design and Manufacture Certificate, American Engineering Academy ASME Certificate (U, U2) and ISO9001 certificate of the system of quality certification.

The predecessor of Bluestar Sichuan Machinery Co, Ltd is China South-West Chemical Machinery, who was listed in Shenzhen on 1997 as the first in the chemical machinery field and was affiliated to China Bluestar National (Group) Corp in 2000.

(11) Bluestar Yima Chrome Chemical Materials Co.,Ltd

Joint ventured by China National Bluestar (Group) Corp.and the Institute of Process engineering under the Chinese Academy of Science, Bluestar Yima Chromium Chemicals Co., Ltd is the leading entity of China Chromium Association under China Inorganic Chemicals Association.

The Company has a 504 staff in total, 138 of whom are professional technical staff and 43 with medium or senior professional titles; we have one academician from the Chinese Academy of Engineering, one researcher, six assistant researchers and five Doctors of Science permanently stationed in the Company.

The Company possesses of 2 chrome production units with a total capacity of 20 thousand tons: half of them are mainly dichromate and chromate produced with traditional technology; and the rest are mainly Chromium Oxide Green, Potassium Chromate and Desulfurize Agents. As important inorganic chemical raw materials for the national economy and social progress, the products find their wide application in national economy and are widely used in the fields of metallurgy, tonnages, metal surface treatment, paints, pigment, spice, organic syntheses, printing and dyeing, and air purification.

The 10,000t/a cleaning production unit with state intellectual property and global leading technology is developed in collaboration with Chinese Academy of Science and is designated on the state’s “863”projects list. Featuring the advantages of zero-chrome-waste-discharge, low production cost and high quality, the technology represents the hi-tech project with independent intellectual property which is supported and promoted by the state.
