北朝鮮にも財閥？…
８系列社年間売上げ１億５千万ドル
北朝鮮朝鮮富強（プガン）会社は２６日、自社ホームページを通じて会社資本金が２千万米国ドル（約２３億円）、年平均取引額が１億５千万ドルにのぼると明らかにした。
２００３年末現在、北朝鮮の貿易規模は２３億９千万ドル（統一部資料）。ホームページの説明通りなら、朝鮮富強会社が北朝鮮経済に占める比重は相当なものといえる。
この会社は富強貿易、富強オートバイ、富強鋳貨、富強泉水など８の系列社を抱えている。北京、モスクワ、ベルリンなどに海外支社まで置いている。社長であるチョン・ジュンフン氏はタンザニアに留学し、金日成（キム・イルソン）総合大学英語学部で教授生活を送るなど、英語の実力にたけているという。年齢は５０代初め、チョン・ミョンス前中国駐在大使の息子で早くから対外貿易にかかわり、数百万ドルの個人資産を蓄積しているものと伝えられた。中国留学派である弟のチョン・ヨンフンも労動党財政経理部所属会社の社長として北朝鮮ディーゼル油輸入を独占しているという。
これにより２００２年７．１経済管理改善措置以後、北朝鮮にも大資本家が出現しているのではないかという分析が関係当局と専門家たちの間で出されている。北朝鮮は７．１措置を通じて市場経済原理を部分的に受け入れた。
チョン氏兄弟のほかに最高人民会議常任委員会所属外貨稼ぎ事業を独占するチャ・チョルマも資産が１千万ドルを超えるものと知られている。同氏は北朝鮮の実力者といわれる労動党組職指導部リ・ジェガン第１副部長の壻で、中国とパキスタン駐在外交官を勤めた後、中国を中心に事業をしている。
このような大資本家たちの登場とともに北朝鮮内所得、貧富格差が大きくなっているという主張も提起されている。チェ・ジュンソン国家安保統一政策研究所研究委員は「北朝鮮の約１０％に当たる金を稼ぐ人々と、そうではない人々の間の所得分配不平等構造が固着している」と主張している。
