Vung Ro Petroleum Company Limited (‘VRP’) is an independent petroleum company based in Vietnam with plans to offer the highest global standards of petroleum and petrochemical products. Backed by UK-based Technostar Management Limited Company, VRP is an industry partner of leading global oil companies and is headed by an international team of experts.
 
VRP is developing a US$4 billion oil refinery, petrochemical plant, and seaport in Phu Yen province on Vietnam’s south central coast, with construction beginning in Q4 2013. The projects are located in the Hoa Tam Industrial Zone, a special economic zone in which VRP is the driving force of industrial development with stringent environmental practices. The refinery is well-positioned to meet unprecedented demand growth for high quality fuel and petrochemical products in Vietnam and the wider region, and acts as a strategic base for business expansion within the region.

The first fully private company in Vietnam’s petroleum sector, VRP has enjoyed support from the Vietnamese Government since its launch in 2004 when the Ministry of Planning and Investment referred to it as a major priority for national economic and social development. In 2008, VRP’s role in providing future domestic energy security for Vietnam was recognised by the Ministry of Industry and Trade. VRP’s projects will boost Vietnam’s economic growth trajectory through export opportunities, foreign direct investment, the creation of jobs, and the development of infrastructure.

The VRP refinery project covers an area of 538 hectares in the Hoa Tam Commune, Dong Hoa District, Phu Yen Province. VRP is the driving force of industrial development in Hoa Tam Industrial Zone, a Special Economic Zone in which the refinery project is located. The project site is close to Bai Goc deepwater seaport, approximately 7 km from the National Road 1A and National Railway, 10 km north of Vung Ro Bay, 15 km south of Tuy Hoa Airport, and 35 km south of Tuy Hoa Town.

The refinery will process VRP blend and Arabian Light crude oils and produce quality fuel products (LPG, Gasoline RON 92/95, Jet Fuel, Diesel, Fuel Oil) and petrochemical products (Benzene, Toluene, Mixed Xylene, Polypropylene). Gasoline and diesel will meet Euro-V specification. The other products will satisfy both current Vietnam specifications and international standards.

Vung Ro Petroleum Limited has selected INEOS Technologies’ Innovene PP process for its new 900kte polypropylene project in Hoa Tam Commune, Vietnam

INEOS Technologies is pleased to announce that it has licensed its Innovene PP process for the manufacture of homopolymers, random copolymers and impact copolymers to Vung Ro Petroleum Limited at its refinery complex located in Hoa Tam Commune, Dong Hoa District of Phu Yen Province, Vietnam.

The 900 KTA Innovene PP plant will produce a wide range of polypropylene grades to serve the growing demand in the Asian market.

Vung Ro Petroleum Limited and Lummus Technology Inc. have signed an Agreement relating to Ethylene Recovery and Olefins Conversion Units.

On November 14, 2013 Vung Ro Petroleum Limited signed the License and Engineering and Technical Services with Lummus Technology Inc. for Ethylene Recovery and Olefins Conversion Units.

Lummus Technology Inc, based in Bloomfield, New Jersey, U.S.A operates as a subsidiary of Chicago Bridge & Iron Company N.V. (CB&I), one of the global leading energy infrastructure company and a major provider government services, specializing in the hydrocarbon industry. Lummus technology applied to Vung Ro refinery includes ethylene recovery, lower-value butylenes are reacted with ethylene to produce propylene. This technology assures a highly flexible process with a wide range of products adapting perfectly to the polymers slate in the Polypropylene Plant.

PM greenlights Phu Yen refinery capacity increase

The Vung Ro oil refinery’s production capacity in the central coastal province of Phu Yen will increase from 4 million tonnes to 8 million tonnes per year, according to chinhphu.vn.

The company obtained its investment licence in November 2007 with total production capacity of four million tonnes of crude oil.

The approval was made by Prime Minister Nguyen Tan Dung at the request of the Phu Yen People’s Committee and the Ministry of Planning and Investment.

The PM has also agreed in principle to revise the location of the oil refinery project to include a specialised sea port.

The province will have to meet the requirements of advanced technology and ensure environmental safety before licences are issued.

The expected US$3.1 billion project is a joint-venture between the UK-based Technostar Management and Russia’s Telloil Group.

The Government will allow investors to enjoy several special incentives involving zero export tax and oil distribution.

 

 

ベトナム政府は2007年9月に製油所の建設計画を明らかにした。9つの製油所を建設し、2025 年までに国内需要の90%を自国内の製油所でカバーするとし、原油処理能力の目標値を日量 111〜121万バレルとした。

しかし、確定したのは3つのみ。
現在稼働しているのはPetroVietnam のズンクワット(Dung Quat)製油所で、2009年に稼働した。
能力は日量14.8万バレルで、
同社は増設を検討中。
