Total, Petronas to Tap Indonesia’s Biggest Gas Field
Total SA and Malaysia’s Petroliam Nasional Bhd., known as Petronas, joined Exxon Mobil Corp. and PT Pertamina as partners in the development of an area that may hold about 40 percent of Indonesia’s natural gas reserves.
The government expects the companies to reach a production- sharing agreement for East Natuna, formerly known as Natuna D- Alpha, in the first half of next year, said Evita Legowo, director general of oil and gas at the Energy and Mineral Resources Ministry, after the signing of a preliminary accord between state-run Pertamina, Total and Petronas. Exxon signed an agreement with Pertamina on Dec. 3.
“Signing the production-sharing contract next year may be optimistic, and I suspect it may be another four to five years before we know whether the project partners will make a final investment decision and develop the field,” Tony Regan, principal consultant at Tri-Zen International Pte in Singapore, said in e-mailed comments.
The area off Borneo’s western coast was discovered in 1973 and Exxon was granted a license to explore for gas seven years later. In 2006, Indonesia revoked the license, saying the U.S. company had failed to provide a feasibility study. Exxon, which had held a 76 percent stake, denied the claim.
“The particular problem with this block is that the field is about 70 percent carbon dioxide,” Regan said. “This significantly increases the cost of recovering the gas and may limit customers. This point has left the field in the ‘too difficult’ category for many years.”
Majority Stake
Pertamina expects gas production at East Natuna to start in 2021 should the production-sharing contract be signed next year, said President Director Karen Agustiawan in Jakarta today. Edy Hermantoro, a director at the energy ministry, said in July that the government expects to see first production in 2018.
“We want a majority stake in Natuna” and Pertamina should be the operator, said Ferederick Siahaan, the company’s investment planning director. “There will only be one operator and it should have a majority stake.”
Petronas is interested to own about 30 percent of the project, said Non Saputri, an adviser for the Malaysian state oil company. Elisabeth Proust, president director of Total E&P Indonesie, declined to comment when asked about shareholdings.
Four-Year Dispute
Exxon and Pertamina signed an agreement in 2006 to operate Cepu oilfield, Indonesia’s biggest untapped reserve of the resource, after a four-year dispute between the companies over who will run Cepu.
East Natuna is estimated by Pertamina to hold 46 trillion cubic feet of gas. That compares with the 112.5 trillion cubic feet of reserves held by Indonesia as of the end of 2009, according to BP Plc’s Statistical Review of World Energy.
“The significance of today’s announcement is that Pertamina now have two strong partners who are not only familiar with Indonesia but have also got experience developing difficult gas reserves and bring credibility to this project,” Tri-Zen’s Regan said.
A neighboring project in West Natuna is being developed by ConocoPhillips, Inpex Corp. and a unit of Chevron Corp. Production may reach 421 million standard cubic feet a day in 2011, up from 376 million this year, according to data from Indonesian energy regulator BP Migas.
ConocoPhillips owns 40 percent of West Natuna, while Inpex and Chevron South Natuna B Inc. hold shares of 35 percent and 25 percent, respectively.

世界でも有数の規模を誇るF P SO（ F loat i n gProduction, Storage and Of oading system: 浮体式海洋石油・ガス生産貯蔵出荷施設）により生産操業を行うベラナック油ガス田では、2004年12月より生産中の原油及びコンデンセートに加え、 2007年4月にLPGの生産を開始しています。また、2006年、2007年にそれぞれ生産を開始したヒウガス田、クリシ油ガス田に続き、2009年 11月にノースブルットガス田の生産を開始しています。

インドネシア ガス鉱区、4社で開発 国営企業やエクソン

インドネシア政府は、同国西北部沖にあるアジア最大級の天然ガス鉱区を、国営プルタミナと米エクソンモービル、仏トタル、マレーシアのペトロナスの4社が共同で開発すると発表した。総事業費は520億ドルに達する見込みで、2020年代前半の生産開始をめざす。
4社が開発するのは、インドネシア、マレーシアなどが領土を分け合うボルネオ島(カリマンタン)とマレー半島の間の海域に浮かぶナツナ諸島沖の海底鉱区「東ナツナ」。埋蔵量は46兆立方フィートに及び、プルタミナによるとアジア最大の規模という。4社は12年ごろまでに、開発権益の比率や供給先、総投資額など事業の詳細を詰める。プルタミナが最大の権益を保持してガス田の運営を担う方向だ。
以前「Dアルファ」と呼ばれた同鉱区は埋蔵量が膨大な一方で、二酸化炭素(CO2)の含有量が多いのが難点。エクソンとプルタミナは1990年代に開発することを決めたが、需要の低迷で中断した。両社はその後も開発をめざしたが莫大な事業費が障害になっていた。このためトタルとペトロナスが参加する新らな枠組みを作った。
インドネシアでは既存のガス田で生産量が落ちている上、国内需要が増加しており、新規開発が急務。同国東部の2か所で、日本企業がからんだLNG案件がある。

The company, however, will continue a US$110 million plan to build butadiene

The butadiene factory to be completed in 2013, will have a production capacity
of 100,000 tons of the synthetic rubber basic material.

PT Duta Firza, LG to build US$3 bln petrochemical complex near West Papua
Indonesia’s private oil and gas company PT Duta Firza
has signed a heads of agreement, to team up with LG
International to set up a petrochemical complex
near the Tangguh gas field in West Papua, as
per Jakarta Post. The total investment in this plant is estimated to be US$3 bln.
“The cooperation will cover pre-planning, pre-feasibility studies and the
construction of the complex,” said Duta Firza chief executive officer Firlie
Ganinduto after the signing as reported in a press statement sent to The Jakarta
Post. The pre-planning phase included securing gas supply from the Tangguh
field, seeking financing for the project, looking for buyers for the
petrochemical products and appointing contractors for the engineering,
procurement and construction (EPC) project. The pre-planning and pre-feasibility
study phases are expected to be completed in Q3-2012. The follow up of those
early phases will be conducted in Q1-2013, while the ground-breaking will take
place in mid 2014.
