Sinopec Corp., with 17 leader
plants in China located in well-developed markets in North China,
South China and East China, is the largest producer and marketer
of petrochemicals in China. It produces and markets a great
variety of petrochemical products, including intermediates,
synthetic resin, fiber-grade monomers and polymers, synthetic
fiber, synthetic rubber and chemical fertilizer.
Sinopec Corp. is the largest
producer of chemicals in China. Summarized below are the
capacity, production and market shares of its major chemical
products by the end of 2000.
Sinopec Corp. owns five ethylene plants, with
a total capacity of 1.99 mmtpa
(million tons per annum), accounting for 45% of the nation's
total. In 2000 they produced 2.17 million tons of ethylene, with
a load factor of 109.7%. Among the five, ethylene plants at
Beijing Yanshan Petrochemical, Shanghai Petrochemical, Qilu
Petrochemical and Yangtze Petrochemical are above 400,000 tpa,
and the biggest one, the ethylene plant at Shanghai
Petrochemical, is 545,000 tpa.
There are 16 synthetic resin producers, with a total capacity of
3.0065 mmtpa. They produce 693 different grades of resins in five
categories. In 2000 they produced 3.183 million tons of resins,
among which high-grade special products accounted for 40.21%. In
the total, polyolefin (PE + PP) capacity accounts for 2.6255
mmtpa. Polyolefin produced by Sinopec Corp. has a 26.2% share in
the domestic market.
There are ten producers of fiber raw
materials and polymers, with a total plant capacity of 3.7001
mmtpa. In 2000 they produced 3.7945 million tons of fiber raw
materials and polymers, accounting for 31.5% of the domestic
market, being a market leader in China.
There are nine synthetic fiber
producers under Sinopec Corp., the 2000 plant capacity of Dacron
(terylene), Nitrilon, nylon 6, vinylon, and polypropylene fiber
being 1.083 mmtpa. In 2000 they produced 1.0675 million tons of
synthetic fibers in 318 grades, among which 26.6% were
special-purpose differential fibers. Sinopec Corp., with the
country's largest synthetic fiber production capacity, advanced
facilities, strong technical support, and a 14% domestic market
share, has the scale advantage and is in a leading position in
the domestic market.
The company has three synthetic
rubber producers, with a capacity of 422,400 tpa. In 2000 they
produced 317,000 tons of synthetic rubber. Their products have a
21% share in the domestic market.
Sinopec Corp. has eight urea plants,
with a capacity of 4.36 mmtpa. In 2000 they produced 2.9225
million tons of urea that accounted for 10% of the domestic
market.

ゴードン・チャン 「やがて中国の崩壊がはじまる」から
国内石油業界については、競争の制限にとどまらず、その根絶やしをねらっている。独占こそ成功にいたる道というわけだ。1998年なかばまでは、中国石油化工集団公司、通称「シノペック」が、独占的な精油業者だった。いっぽう、中国石油天然ガス集団公司、通称CNPCが、石油探査と生産事業を独占していた。この年の7月に大規模な資産交換がおこなわれ、両社それぞれが「上流」から「下流」までの事業を受けもつように再編成された。省の境界線で大きく二つに分け、シノペックには東部と南部が、CNPCには北部と西部があてられた。政府の最終目的は、つくりあげたこの二大企業が、いつの日か世界のトップを競えるようになることだ。とはいえ、さしあたってこの計画に競争という文字はない。両社はそれぞれの縄張りで、ほぼ独占状態を保っている。
放っておくと政府の管理する企業でさえ、資産交換の契約書のインクも乾かないうちに、熾烈な競争に身を投じることがわかった。資産変換時の取決めでは、CNPCは余った石油を南部で販売してもよいが、かならずシノペックを通すことと定められていた。ところが、CNPCはそこに商機を嗅ぎとった。資産変換が発表されてからわずか1カ月後、CNPCは、シノペックの縄張りである江蘇省と上海のガソリンスタンドで低価格のガソリンを売り始めた。シノペックはこれに応戦する形で価格の引き下げをおこない、CNPCの縄張りである東北部でガソリンを販売した。
「破壊的な競争」と名づけられたこの状況に、計画をふいにされた政府はCNPCとシノペックに競争をやめるよう命じた。両社は中小企業を締めだして事業を拡大してもいいが、たがいを攻撃するのは許されないというわけだ。ところが、喧嘩の相手から離されるなり、CNPCはシノペックの縄張りで、とりわけ広東省に重点をおいて小売り事業を再開した。国有企業の競争本能が政府の命令にまさったのだ。
1999年3月、ついに政府はシノペック対CNPCの価格戦争を終結させる協定をとりもった。「会議の席では、じつに協力的な雰囲気で、つぎの価格の動きについて話ができた」 CNPCのマーケティング担当重役は語った。当然ながら、協定を結んだからといって、この2つの巨人が競争に幕を引くはずもなく、戦いはいまもつづいている。もはや経済担当の役人たちは、世間のだれもが承知していることに気づくべきなのだーーーおよそ野心や私利私欲は、入念に練りあげられた政府の計画を打ち砕くものだと。

Phillips's new projects
Phillips Petroleum Co. has signed letters of intent on three
cooperative petrochemical projects with two subsidiaries of China
Petrochemical Co. (Sinopec).
The projects include:
An integrated ethylene project to be set up in the western city
of Lanzhou;
expansion of a polyethylene project in Shanghai, and a K-resin
project to be established also in Shanghai.
Lanzhou Chemical Industry Co. is Phillips's partner in the
proposed $2 billion Lanzhou project, which is expected to turn
out 600,000
tons of ethylene annually
when it is completed. The project, as one of China's six
state-planned major ethylene projects for the Ninth Five-Year
Plan (1996-2000), is expected to enhance the position of the
petrochemical industry as the nation's economic pillar. Chinese
President Jiang Zemin, during his meeting with W. W. Allen,
chairman of the board of Phillips, said China welcomes U.S.
investment in the central and western regions of China.
Qilu Petrochemical 斎魯石化(Zibo, China), a subsidiary of Sinopec, has received approval from the State Economic and Trade Commission (Beijing) for its planned Rmb4.7-billion ($563 million) expansion of olefins and derivatives capacity at Zibo. The company says its annual sales will increase by Rmb4.7 billion, to Rmb11.4 billion, after the expansion is completed in 2005. Half of the funding for the project will come from bank loans and the rest from the company’s cash flow, Sinopec says.
The project will increase Qilu’s ethylene capacity 270,000 m.t./year, to 720,000 m.t./year. The company will also increase vinyl chloride monomer capacity 376,000 m.t./year, to 610,000 m.t./year; polyvinyl chloride capacity 370,000 m.t./year, to 600,000 m.t./year; polyethylene capacity 40,000 m.t./year, to 380,000 m.t./year; styrene capacity 60,000 m.t./year, to 120,000 m.t./year; and polypropylene capacity 40,000 m.t./year, to 110,000 m.t./year.
Sinopec says that the debottleneckings are necessary to meet anticipated growth in domestic demand for all petrochemical products. China is facing a petrochemical capacity shortfall of 4.65 million m.t./year in 2005, compared to the current shortfall of 3.9 million m.t./year, despite the fact that several major petrochemical projects are due for completion there during that period, says Sinopec CEO Li Yizhong.

BASF on track to expand
isocyanate capacity in Asia
BASF is on schedule to expand its isocyanate capacity in Asia
through long-term investment, according to a press statement
Wednesday. BASF,
Huntsman, and their Chinese partners will build and operate an integrated isocyanates manufacturing
facility in Caojing,
Shanghai with an investment of $1-bil. The project includes a
160,000 mt/yr crude diphenylmethane diisocyanate (MDI) plant
including facilities for the precursors aniline and nitrobenzene,
an MDI finishing plant, and a 130,000 mt/yr toluene diisocyanate
(TDI) unit with nitric acid and dinitrotoluene. BASF plans to
expand its isocyanates capacity in Yeochon, Korea, by building a
140,000 mt/yr TDI unit in 2003. It would expand its MDI capacity
in Korea by 60,000 mt/yr to 160,000 mt/yr by 2004.

Huntsman, BASF and their Chinese partners - Shanghai Hua Yi
(Group) Company, Sinopec Shanghai Gao Qiao Petrochemical
Corporation and Shanghai Chloro-Alkali Chemical Co., Ltd. - have
received approval from the Chinese authorities to optimize the
capacities of their planned Integrated Isocyanates Complex at the
Shanghai Chemical Industry Park. The capacity of crude MDI (diphenylmethane diisocyanate) will be
increased from
160,000 to 240,000 metric tons
per year and the capacity of TDI (toluene
diisocyanate) from 130,000 to 160,000 metric tons per year. With this approval, the
construction work will commence by the end of the year.
The companies also announced that they intend to supply Bayer
with MDI and TDI from the complex. Negotiations about the details
of the supply contracts are ongoing.
For the construction of the complex, which will be built and
operated through three joint ventures between Huntsman, BASF and
their Chinese partners, the joint ventures have awarded the
engineering, procurement and construction (EPC) contract for the
construction of the manufacturing facility to a consortium of
Fluor Corporation, United States; Daelim, South Korea, and CTCI,
Taiwan.
Patrick Thomas, President, Huntsman Polyurethanes and
Specialties, said: "These milestones underline our
commitment to the project and to the China market. China
continues to grow as the center of global manufacturing and
trade, and we are now on the path to be part of that
growth."
The isocyanates, MDI and TDI, are important precursor in the
manufacture of polyurethanes (PUR), versatile polymers that are
in many applications, like in the footwear sectors on shoe soles;
appliance sectors where rigid polyurethane foam is lightweight
and has excellent insulation properties, in automotive sectors
producing automotive parts that make cars and other vehicles more
fuel efficient because of lighter weight and in the construction
sector where many buildings could benefit from the use of
polyurethane foam as an insulant in roofs, walls and floors.
The total project cost for the complex is about $1 billion. The
project is partially being financed through project financing by
Chinese banks and is expected to start commercial production in
2006. The Integrated Isocyanates Complex consists of three
separate joint ventures:

A 240,000 metric tons per year crude MDI manufacturing plant
including manufacturing facilities for the precursors aniline and

Bayer in China MDI/TDI talks with BASF
Bayer is in talks with BASF about participating in the latter's
methyl di-p-phenylene isocyanate/toluene di-isocyanate (MDI/TDI)
project in Caojing, Shanghai, China.
Both companies are pursuing their MDI/ TDI projects separately in
Caojing.
Sources said that both companies are considering co-operating as
they anticipate that the Chinese market would not be able to
absorb the capacities from two new plants in 2005-06. The limited
market had forced BASF and Huntsman Polyurethanes to join forces
for just one MDI facility in 1999.
BASF is expected to launch its project before Bayer, as it
received final government approval first. A turnkey contractor is
expected to be selected next month. Foster Wheeler is conducting
front-end engineering design work.
Bayer also plans to start up its project in 2005-06 instead of
2008 as earlier planned, as it received its approval earlier than
expected last August, one of the sources said.
Local company Yantai Wanhua Poly-urethanes also expects to start
up its MDI project in H1 2006.
The sources said Bayer's recent business restructuring in Germany
was another likely reason for the proposed tie-up with BASF.
A Bayer spokesman said its project is still under detailed
planning but added that it is due to start up at end-2005 or
early 2006. BASF and Huntsman declined to comment.
BASF is expected to seek consent from its
partners on Bayer's participation in the project. Changes to the
shareholding structure would be made if its entry is confirmed.
The company has set up Shanghai Lianheng Isocyanate Co to operate its 160 000 tonne/year MDI
unit, and Shanghai
BASF Polyurethane Co its 130
000 tonne/year TDI unit. The shareholders of each unit are
different; they include Huntsman, Sinopec, Shanghai Chlor-Alkali
Chemical, Shanghai Gaoqiao Petrochemical and Shanghai Hua Yi
(Group)Co.
Sources said the project's startup date and capacity would remain
the same even with Bayer's participation. But there is potential
for adding capacities later.
It is, however, unclear whether Bayer would still pursue its own
project if it invests in BASF's project. One source said Bayer
may decide to build its own plant later; a stake in BASF's
project would give it a foothold in the Chinese market. Another
source said Bayer might just scrap its project.
An industry consultant said it might be difficult for the Chinese
market to absorb two new plants at the same time, and a staggered
timetable would be advisable.
Basell says it has signed a contract with Daqing Petrochemical, a subsidiary of PetroChina, to supply Lupotech T low-density polyethylene (LDPE) technology for a 200,000-m.t./year plant at Daqing, China, announced last year (CW, Nov. 14, 2001, p. 21). Tecnimont has been awarded the engineering contract for the plant, which is due onstream in 2004. Lupotech T technology produces LDPE homopolymers and ethylene-vinyl acetate copolymers. The Daqing unit will be the first of three in China to use the process. BASF and Shell Chemicals, Basell’s parent companies, are separately building Lupotech T plants at Nanjing and Huizhou, respectively. Both units are due online in 2005.

hoping for approval for 300 kt/yr ABS
China's Jilin
Chemical Industrial Co (JCIC) hopes to secure government approval
this year for a 300 000 tonne/year acrylonitrile butadiene
styrene (ABS) project in Jilin, a company source said.
A feasibility study
on the project was submitted to the Chinese government last year.
Startup is slated for 2005.
JCIC already
produces 158 000 tonne/year of ABS in Jilin.
This will be
expanded to 180 000 tonne/year at the end of 2003. The company is
also due to expand its 200 000 tonne/year polyethylene (PE) plant
to 270 000 tonne/year by end-2003.

Successful Commissioning of 700,000
MTA Ethylene Plant
At 9:00am on April 16, 2002, SPC’s ethylene plant, which had just undergone
the second round of revamping, started to receive feedstock.
After 31 hours of consecutive running, the plants succeeded in
producing high quality ethylene product at 4:30pm on April 17,
symbolizing the successful commissioning and trial production of
China’s largest ethylene
plant.
Approved by State Council, the
current revamping
project of 700,000 MTA Ethylene Plant was listed as one of the first lot of
major projects in the nation’s technological innovation plan using
discounted state-loan. At the same time, it is one of the SINOPEC’s 3 second-round ethylene plants revamping
projects. The first pile was driven on June 18, 2000, the
pre-mechanical completion was accepted on December 28 last year.
Then after over 3 months’ preparation
work, the successful commissioning at initial test run was
obtained finally. It took SPC only 22 months to complete the
whole project, which leads to advanced level both at home and
broad of its kind.
Thanks to this expansion, the
capacity is expected to be increased by a large margin: 300,000 tons of ethylene, 121,500 tons of propylene, 49,000 tons of
butadiene and 95,000 tons of BTX. Overall technological level of
the plant has also been enhanced by reducing 15.6% energy
consumption and improving its yield.

After rechecking all put-in conditions of 250,000 T/Y PE unit of SPC, the raw material propane was safely introduced from Refinery & Chemical Division of SPC to the unit at 15:30 on February 25, 2002 symbolizing the unit had come to the stage of commissioning.

中国の上海石化 エチレン増産へ 能カ6割増 繊維原料も強化
中国の大手総合化学品メーカー、上海石油化工(SPC)は石油化学製品の基礎原料であるエチレンの生産能力を大幅に拡大する。数年後に能力を6割強増やし年140万トンとする。原油の精製と繊維原料の生産能力も約6割ずつ増やす意向。今後、日本からの輸出にも影響を及ぼしそうだ。
SPCは中国のエチレン最大手。年産能力は日本最大の三菱化学鹿島事業所(82万8千トン)を上回る85万トン。昨年は能力を超える94万8千トンを生産した。2005年をメドに100万トンとし、その後140万トンに引き上げる考えだ。
エチレンの原料となる原油の精製能力も年880万トンから約6割増やす。2005年にもプラント1基を停止する一方、800万トンの新プラントを動かす。既存の600万トンプラントと併せ、年1400万トン体制に移行する。
化合繊原料の生産能力の拡大も急ぐ。ポリエステル繊維などに使う高純度テレフタル酸(PTA)の能力を来年にかけて28万トンから40万トンに引き上げる。酸化エチレン(EO)やエチレングリコール(EG)の増産と併せ、繊維原料の生産能力を約60万トンから100万トンとする。「特にEGやPTAは国内需要の半分以上を輸入に頼っている」(戎光道総経理)のが現状。国有企業のSPCは輸入代替のため生産を拡張する。
SPCは国有の中国石油化工が54%を出資するが、既に上海、香港、ニューヨークの3市場に株式を上場している。

China's Xiang Lu Petrochemical plans to bring onstream the first
phase of its purified terephthalic acid project at Xiamen by
October this year, a source close to the company said Monday. In
the first stage, Xiang Lu will commission a 450,000 mt/yr PTA
line. By January 2003, the company hopes to commission the second
phase of the project by bringing onstream another 450,000 mt/yr
PTA plant. Most of its paraxylene feedstock requirement would be
imported, partly from Japan, Korea and Malaysia. It may import
some spot PX early next year, depending on the operating rates of
its PTA plant. Xiang Lu Petrochemical is partly owned by Xiang Lu
Fibers, which owns a polyester polymerization plant.
Xiang Lu plans to commission a 180,000 mt/yr polyethylene
terephthalate bottle chip plant late 2003 at Xiamen, a company
source said. Currently, the company has a polyester staple fiber
and filament yarn plant each with a 160,000 mt/yr capacity. Once
the PET bottle chip plant starts-up, Xiang Lu would consume about
half of its PTA capacity captively, while the rest would be sold
domestically.
DSM starts joint venture to
expand caprolactam business in China
DSM (the Netherlands) and Sinopec (People’s Republic of China) have signed a
founding agreement to start the joint venture DSM Nanjing
Chemical Company (DNCC). DSM Fibre Intermediates will participate
60% in this joint venture
whereas Sinopec
Nanjing Chemical Industries Co. Ltd. will represent the other 40% of the shares.
“The joint venture will
give DSM a manufacturing presence for caprolactam in the fast
growing Chinese and Asian markets,” says Dick Venderbos, President of DSM
Fibre Intermediates.
Next to the focus in its Vision 2005 strategy towards specialties
in life science products and performance materials, DSM also
wishes to maintain its present global leadership positions in
caprolactam and melamine. “The
move to China confirms our belief that this market is the fastest
developing caprolactam market in the world in which we will
position ourselves excellently for future growth," according
to Dick Venderbos.
DSM Nanjing Chemical Company
The agreement on founding the joint venture involves an initial
investment from DSM of approximately USD 30 million for its 60%
share. The DNCC plant has a current capacity of 60,000 metric tons
caprolactam based on DSM’s HPO technology and started production in
1993. DNCC will purchase a license on the most advanced HPOplus® technology from DSM. This technology will enable the
joint venture to expand production to 140,000 TPA in the years to come.
Caprolactam market
Worldwide caprolactam demand is expected to grow at a rate of
about 3% on average. Total consumption worldwide was about 3.5
million tonnes in 2001. Asia is the largest market for
caprolactam and is a major importer. China is a large consumer of
caprolactam (460,000 tons in 2001) and with a growth rate of
about 7% also the fastest growing market.
The move to China will allow DSM to supply the fast growing
Chinese market from local production while continuing to supply
other Asian customers and regional alliances from existing
production. Ultimately, this will give DSM more attractive supply
logistics for its customers in all regions.
Caprolactam is almost exclusively used as a raw material for the
production of Nylon-6 (also called polyamide-6) fibres and
plastics. Nylon-6 is a versatile material that is used in
textiles, carpets and industrial (tyre cord, ropes, nets) yarns
and as an engineering plastic in e.g. the electrics &
electronics and automotive industries. Nylon is the second
largest synthetic fibre (13% of total market) and the largest
engineering plastic resin (37%) worldwide.
DSM
DSM is active worldwide in life science products, performance
materials and industrial chemicals. The group has annual sales of
close to EUR 6 billion and employs about 20,000 people at more
than 200 sites across the world. DSM ranks among the global
leaders in many of its fields. The company’s strategic aim is to grow its sales -
partly through acquisitions - to a level of approx. EUR 10
billion by 2005. By that time at least 80% of sales should be
generated by specialties, i.e. advanced chemical and

DSM Fibre Intermediates
DSM Fibre Intermediates produces raw materials for synthetic

caprolactam plants in the Netherlands and the USA, with a total
capacity of 500,000 TPA. Its share of the global caprolactam
market and its leading technology position make it the world’s largest merchant supplier of
caprolactam.
Sinopec
Sinopec is an integrated energy and chemical company with oil
exploration, oil refinery, chemical production and sales of its
products. The group has annual sales around RMB 300 billion (EUR
36 billion) and employs about 440,000 people. Sinopec is a state
owned company and its business is in a leading position in China.
It has also significant influence to the international
petrochemical industry. In terms of turnover, it is positioned 86

Sinopec Nanjing Chemical Industries is manufacturer of
caprolactam, fertilizers, catalysts, soda ash and machinery for
the chemical industry. The caprolactam business is organized in
the Nanjing Oriental Chemical Industry unit, which was founded in
1988 with Sinopec Nanjing Chemical Industries as its main
shareholder. Nanjing Oriental takes a 38% share of Chinese
caprolactam capacity. The company has produced caprolactam since
1993 on the basis of DSM/Stamicarbon’s HPO technology.

Sinochem inks trade deal with
Taiwan's Formosa Plastics
China's State oil trader Sinochem said on December 18 it has
signed the first formal oil trade deal with a Taiwanese refiner.
Sinochem signed the deal with Taiwan's private refiner and
petrochemicals giant Formosa Plastics Corp to formalize existing
oil trade between the two companies from next year. Under the
deal, Sinochem plans to start processing crude oil at Formosa's
refineries next year, and furthering development of the companies
trade in crude, refined oil products and petrochemicals.

SABIC、中国進出 盤錦のエチレン計画参画
SABIC(サウジ基礎産業公社)が欧州に続いてアジアに乗り出す。関係筋によると、同社はこのほどCNPC(中国石油天然ガス集団公司)系の盤錦エチレン工業公司(遼寧省)を中心とするエチレン増設・誘導品計画に参加するもようだ。同計画は総額50億ドルに上るプロジェクトで、2006年の完成が予定されている。同社は昨年、蘭DSMの石化事業を買収、欧州で生産体制を手にしたが、これに続いてアジア市場、とくに中国展開に名乗りを上げたことになる。
盤錦エチレンは、現在年産18万トンのエチレンを筆頭に、低密度ポリエチレン(LDPE)13.5万トン、直鎖状低密度ポリエチレン(L−LDPE)同6万トン、高密度ポリエチレン(HDPE)7万トン、ポリプロピレン(PP)1.4万トンの生産能力を有する。
今回の計画では、エチレンを40万トン規模に拡大するとともに、ポリエチレン増強や塩化ビニル樹脂(PVC)を新設するとみられ、今年中に工事に着手、2006年までに操業開始する予定となっている。総額50億ドルに上る投資は、外資によるものではシェルが昨年決定した南海の計画を上回る中国投資最大の案件となりそうだ。
SABICは昨年春にDSMの石化事業買収を発表、ポリエチレンで世界3位、PPで同4位の規模を誇る大手メーカーとなった。アジア展開についても、これまでは製品輸出にとどまっていたが、中国に拠点を構えることでアジアでの覇権獲得に向けた第一歩を踏み出したことになる。

Sabic favours
northeastern China for its potential cracker investments, a
source close to the company said.
Besides Panjin in Liaoning province (遼寧省盤錦) as a possible location for its
cracker investments, the Saudi Arabian major is considering
alternative investments in other cities such as Shenyang and
Dalian (瀋陽、大連), which are also in Liaoning.
It was reported last
September that Sabic was conducting due diligence on a proposed
cracker expansion project in Panjin, but it was not known then
that the company was also considering Shenyang and Dalian.
The source revealed
that Sabic's vice-chairman and chief executive officer Mohamed Al
Mady visited Beijing and Liaoning in late December. Al Mady held
meetings with China's vice-premier Wu Yi and Liaoning's governor.
The visit was a step
forward for Sabic's first investment in China, the source said.
The source said
Sabic was not likely to be keen on investing in eastern or
southern China as a few majors had already started construction
work on their cracker projects in Nanjing, Shanghai and
Guangdong.
Liaoning was also
being considered because of its pro-investment policies, the
source added, and Sabic was likely to make a decision this year
on its project in China, he said.
Sabic said earlier
its due diligence on the Panjin project would be completed by
mid-2004.

ATOFINA acquires a Polystyrene Plant in China
ATOFINA signed an agreement with
China Offshore Oil Sanshui Chemical Industry on 26th January 2003
for the acquisition
of its Polystyrene plant.
The 100,000 tons per year plant is
located in Sanshui, Guangdong Province, in China.
This acquisition will enable ATOFINA
to strengthen its Polystyrene business in Asia, where it already
operates a Polystyrene
plant in Singapore (* 70,000 tonnes), as well as two compounding plants, in Thailand and in
Singapore. The new
facility will also allow ATOFINA to expand its sales to its
customers in China.
The TOTALFINAELF Group has been
present in China for over 30 years, particularly through its
Chemicals branch. For ATOFINA, already well established in the
region in Specialty Chemicals and Intermediates, this acquisition
secures an opportunity to gain a foothold in the country's
Petrochemicals sector.
The chemical activities in China are
based on 14 production sites, with a turnover (local production
and imports) of US$400 million p.a., creating over 2,000 jobs.
ATOFINA is the world's 3rd largest
Polystyrene producer with a total capacity of 1.4 million tons
per year, and 4th largest styrene producer with a total capacity
of 1.2 million tons per year.
Polystyrene is a plastic used in
various applications, including electronic consumer market (TV
cabinets, Audio material, printers), packaging (food trays, cups)
and toys manufacturing.

PetroChina To Build CNY4.4 Billion
Ethylene Cracker In Gansu (甘粛省蘭州)
PetroChina Co., China's largest oil
company, will build a major ethylene cracker in the northwestern
Gansu province later this year, a company official said Thursday.
The cracker, with a capacity of
300,000 metric tons a year, will cost 4.4 billion yuan
($1=CNY8.28) to build, the official said.
Construction of the cracker, in
Lanzhou city, will start some time after the company completes
the expansion of an existing cracker at its unit Lanzhou
Petrochemical Corp. in the same city, he said. That expansion, to a
capacity of 240,000 tons from
160,000 tons, is expected to be completed in May. (see

The new cracker is part of
PetroChina's plan to make Lanzhou a petrochemical base by 2005.

Basell Signs PP Multilicense Deal
with PetroChina
Basell says it has signed an
agreement with PetroChina to license Basell's Spheripol
polypropylene (PP) technology to plants planned by three separate
PetroChina subsidiaries. Basell will supply technology for
300,000-m.t./year PP units planned by Daqing (大慶) Petrochemical and Lanzhou (蘭州) Petrochemical, and for a 200,000-m.t./year
unit planned by Dalian(大連) Petrochemical. Tecnimont has been
appointed engineering contractor for all three projects. Basell
agreed to supply its Lupotech T process last year to Daqing
Petrochemical for a 200,000-m.t./year low-density polyethylene
plant.

Dalian Petrochemical to Build 200,000-ton Polypropylene Plant
Recently China National Petroleum Corporation (CNPC) Dalian Branch signed technology agreements with Royal Dutch/Shell Group, Italy Basel and Technimont. CNPC Dalian plans to introduce world-leading techniques and finery modes and establish polypropylene plants with annul output of 200,000 tons.
According to the agreements, Royal Dutch/Shell Group will provide techniques which can consolidate the seven newly-built plants into one. At the same time, Basel and Technimont will provide patent technologies and technique designs to CNPC Dalian Branch. The polypropylene plants are the supporting project of the 20-million-ton crude oil processing base of CNPC Dalian Branch. The project will be completed two years later.
CNPC Dalian Branch aspires to lift its crude oil processing ability to 20 million tons annually by 2005. On the occasion, Dalian will be the largest crude oil processing base in China and will be able to handle crude oil deep refining.

Daqing Petrochemical to Build PP Project 大慶Daqing Petrochemical Company is going to build the 300,000-ton PP equipment project in May 2004, which is scheduled to be put into use by the end of 2005.
China National Petroleum Corporation, the parent company of Daqing Petrochemical Company, decides to choose equipment and technologies of Basell.
In addition, Basell will provide technology supports and equipment for the 300,000-ton PP and 200,000-ton PP projects in Dalian and Lanzhou respectively. (Liu)

The project got the green light of the State Council on September 27, 2002, with an approved investment of RMB1.416bn in total. It is predicted that the installation of the project will be completed in late 2004 and the project will come onstream in 2005. The foundation stone laying of the 300,000t/a PP project indicates that Daqing Refinery has made a solid step towards building a world-class PP production base.
CCW learned that the project will adopt Basell's double-loop PP process, and the process and basic design will be undertaken by an Italian professional engineering company and the working drawing design undertaken by Beijing Huanqiu Chemical Engineering. When it comes onstream, the project can produce 103 specifications of homogenerous polymers, random copolymers and impact polymers, and realize yearly sales revenues of RMB2bn and average annual after-tax profits of RMB300m. By then, Daqing Refining and Chemical Subsidiary will basically realize the integration of refining and chemicals, adjust and optimize its product mix, therefore, playing an active role in pushing the development of the plastic processing industry in Daqing and neighbouring regions.

Shantou Ocean plans refinery,
petchem complex in S China
Shantou Ocean Enterprise Group is
planning to build a Yuan 30.4- bil ($3.67-bil) refinery and
petrochemical complex in the southern Chinese Shantou city,
Guangdong province(広東省 汕頭), SOE deputy general manager Zhang Yasheng
said Thursday.
Under planning is a 6.5-mil mt/yr
(126,000 b/d) vacuum crude distillation unit and petrochemical
facilities that support the production of 600,000mt/year of
ethylene, 400,000mt/year of propylene, 200,000mt/year of butane, aromatics and
oil products, Zhang said. "The Shantou municipal government
and the Guangdong provincial government are very supportive of
our plan. Once we finish detail planning of the project, we will
seek approval from the central government within this year,"
the SOE deputy general manager said.
SOE's preliminary plan is to start
building the refining facilities this year, with the project's
Yuan 16.4-bil upstream section to come on stream in 2007, Zhang
said, while works on the Yuan 14-bil downstream petrochemical
facilities would span from 2008-2012. According to the SOE
official, a
major foreign oil company will take up 50% equity interest of the entire refining and petrochemical
project. The remaining 50% shareholding will be split among
several Chinese companies, among which SOE will be the largest
stakeholder, he said. Zhang declined to disclose the names of the
foreign and Chinese investors in the project, adding that all
parties involved are negotiating on the details of a project
cooperation agreement targeted to be signed in the second half of
2003.
Guangzhou (広州) Raise Ethylene Productivity
Guangzhou Petrochemical Corporation revealed on April 10th that
the project for rebuilding and expanding ethylene production line
in Guangzhou had been completed. The annual productive capacity
of ethylene will be raised from the past 150,000 tons to the
present 200,000 tons.
The total investment in the project was RMB 350 million. The
annual productive capacity of polyethylene will be raised from
the past 100,000 tons to the present 200,000 tons, and
polypropylene from 70,000 tons to 100,000 tons.

Chinese companies ally to build 600 kt/yr PTA in Ningbo
Two privately-owned Chinese companies have agreed to form a joint
venture to build a 500-600 000 tonne/year purified terephthalic
acid (PTA) plant in Ningbo, Zhejiang, China. 浙江省寧波
Zhejiang
Rongsheng Chemical Fibre and Zhejiang Hengyi Group, both of them based in
Hangzhou(杭州), had earlier separately
announced their intentions to build a major PTA plant in Ningbo.
Now they have decided to become partners to ensure the project
gets off the ground.
A Rongsheng source said that a joint venture would lend financial
muscle and credibility to the project, as well as spreading the
investment risks. He said that ICI is most likely to provide the
technology licence, and also supervise engineering work,
procurement and the commissioning of the plant.
The joint
venture, Hengsheng Chemical, plans to build the plant in the Ningbo
Economic & Technical Development Zone (NETDZ).
The Zhejiang provincial government has already approved the joint
project and the partners have sought approval from the Beijing
government.
Although the project has not yet been approved by Beijing, both
companies believe central government approval will nor be hard to
gain. Preparatory work on the project is already under way.
Sources from both companies said they aimed to bring the project
onstream as soon as possible -- probably in 2005.

ロイター通信:中国経済は周囲が息を呑むような速度で発展している。しかし多くのアナリストやウォッチャーが発表している意見や見方では、中国経済は多くの分野で過熱の兆しがあると考えている。こうした分析をどう見ているか。経済過熱を抑制するどんな措置を準備しているのか。
温総理:中国の経済情勢は全体的には良い。しかし経済運営において確かに際立つ矛盾と問題が存在している。主に(1)固定資産投資の成長が加速して、建設規模が過大なこと(2)石炭、電気、石油の供給不足(3)通貨発行量と貸付残高の成長の加速(4)インフレ圧力の増大、特に製造資材価格の上昇が加速していること――が挙げられる。これらの矛盾と問題に対して、われわれは解決に向けて次の措置を採用している。
