Alliance Refining Co Ltd (ARC) is an operating alliance between Star Petroleum Refining Company Limited (SPRC), a joint venture between Chevron Texaco (Caltex) and the Petroleum Authority of Thailand and Rayong Refinery Company Limited (RRC), a joint venture between Shell and the Petroleum Authority of Thailand.
Star Petroleum Refining Company (SPRC)
Located some 120 Km from Bangkok in Rayong, SPRC is a joint venture between Caltex Trading and Transport Corporation, holding 64 percent, and the Petroleum Authority of Thailand (PTT), holding 36 percent. The majority of SPRC’s production is sold to its shareholders’ marketing companies, Caltex Oil (Thailand) Ltd. and PTT under a long-term Offtake Agreement.
SPRC can refine 130,000 barrels of crude oil per stream day. Primary products include liquid petroleum gas, unleaded gasoline, super low-sulfur diesel, polymer grade propylene, naptha, fuel oil and asphalt.

The plastic production plant located in Map Ta Phut Industrial Estate, Rayong started up in 1996. With a world-scale production capacity, the local manufacturing of Lustran® ABS, the engineering plastic made from acrylonitrile, butadiene and styrene; Lustran® SAN, a product for injection molding application, based on styrene and acrylonitrile; Bayblend® (PC/ABS) a polymer blend of ABS and Polycarbonate; and the newest addition Makrolon® (Polycarbonate) are supplied to Thailand and Asia/Pacific countries and other regional markets through the Bayer network.
Set on 212,000 square meters, the production facility using "state-of-the-art" technology and backed by Bayer's expertise in engineering plastics provides high quality products and services to our customers for their global competitiveness. The company is further expanding its production capacity of polycarbonate to 150,000 tons/annum by the year 2002 after the start-up of the first phase of polycarbonate production in November 1999. As an integral part of the second phase, a plant to produce 160,000 tons/annum of the precursor product Bisphenol A is also being constructed.

Thailand's Indorama plans to start building a 600,000 mt/yr
capacity purified terephthalic acid plant late 2003, a source
close to the company said. The company plans to build the plant
at Map Ta Phut, where also two other PTA plants, owned by Tuntex
and Siam-Mitsui are located.

Its current operating rate is around 95%, a company source said

The terms of the contract were not disclosed.
The PTA plant will be built for Indorama at the Asia Industrial Park close to Map Ta Phut in Thailand. The plant will process paraxylene and acetic acid to give a minimum production rate of 640,000 metric tonnes per annum of PTA, which will be used for the production of various polyester products.

Thailand's PTT set to jointly invest in phenol
PTT, Thailand's largest oil and gas conglomerate, is set to jointly invest in a phenol production project with Aromatic (Thailand) (ATC) and National Petrochemical (NPC). Phenol is a raw material used in the production of certain plastic automobile parts. Of the total $250m (Euro200m) project, PTT will hold a 48% stake, while ATC and NPC will take 26% stake each. The phenol project has a total production capacity of 250 000 tonnes/year. If the project becomes reality, it would be the country's first project to produce phenol.

Thailand's PTT Phenol Co plans to complete the construction of its phenol and acetone plants in Map Ta Phut in late 2007, a source close to the project said Wednesday.PTT Phenol is a joint venture among Thailand's state-owned PTT, which has a 40% stake, and ATC, NPC and TOC with 20% each.

15日付バンコクポストによると、国営石油ＰＴＴ傘下の石油化学大手アロマティクス（タイランド）（ＡＴＣ）は、パラキシレンの設備増強に６億バーツを投資する。高純度テレフタル酸（ＰＴＡ）向け需要が伸びるためで、最大年産を49万5,000トンから約100万トンに増やす。年内に着工し、４年内の完工を目指す。
タイでは三井化学とサイアム・セメント（ＳＣＣ）の合弁会社がＰＴＡの第３工事建設を進めており、インドネシア繊維大手インドラマグループも工場を新設中。ＰＴＡ生産は中国でも2006年に年400万トンまで高まる見通し。

【タイ】ＡＴＣ、パラキシレンを増産
アロマティクス（芳香族系化合物）メーカー、アロマティクス（タイランド）（ＡＴＣ）が約300億バーツを投じ、パラキシレンやベンゼンなどを増産する。タイを含むアジア地域の需要拡大に対応する動きで、投資委員会（ＢＯＩ）から９月30日、事業認可を受けた。また、代替エネルギーとしての利用が期待される改質油やトルエンの増産でも認可を受けた。
ＡＴＣの投資額は290億2,400万バーツで、高純度テレフタル酸（ＰＴＡ）の原料となるパラキシレンなどを増産する。増産量は◇パラキシレン56万5,000トン◇ベンゼン30万690トン◇トルエン６万トン◇改質油29万トン◇ナフサなど１万6,810トン◇液化石油ガス（ＬＰＧ）31万9,230トン――。アロマティクス製品の増産では７割を国内向けに供給し、３割をシンガポールやインドネシアに輸出する計画だ。

特殊化学大手の米ローム・アンド・ハース（Rohm
and Haas）は東部ラヨン県にある工場を拡張し、アクリルエマルジョンを増産する。これまでは国内への出荷が大半だったが、今後は輸出を拡大する。
11日付バンコクポストによると、同社はラヨンのマプタプット工場の生産能力を向こう５年で倍増させる。現在は年産２万2,000トンで、２万トンを上乗せする計画だ。今年は２億8,380万バーツを投じて20％増やす。

start 150,000 mt/yr cyclohexane plant by Q2, 2006
Thailand's ATC
expects to start up its new cyclohexane plant in Map Ta Phut,
Thailand, by the second quarter of 2006, a company source said
Tuesday.
Once onstream, the
150,000 mt/yr plant will supply feedstock to ATC's existing 120,000 mt/yr
downstream caprolactam plant, which currently procures its cyclohexane
from Korea. ATC operates a 450,000 mt/yr benzene plant which currently supplies
feedstock to styrene monomer producers in Thailand.

Thai Paraxylene plans to expand its aromatics
capacity at its petrochemical complex in Sri Racha from the
middle of 2007, a company source said Tuesday. The firm will add
another 59,000 mt/yr to its existing PX
line to boost the total capacity to 407,000 mt/yr.
Thai PX is also looking to expand its aromatic product range, the
source said, adding a 160,000 mt/yr benzene plant, a
140,000 mt/yr toluene plant and a 150,000 mt/yr mixed xylene
plant. Works
for the project are expected to take up to one month. Output from
the expanded and new plants would be sold in the merchant market,
the source added.

Holding (Thailand) Company Limited)を通じて出資しているタイパラキシレン社（出資比率３９％）は、１月７日、製品パラキシレンの初出荷（５千トン）を実施し、併せてこれを記念するセレモニーを行いましたのでお知らせします。
タイパラキシレン社は、１９９６年９月に、ポリエステルの原料であるパラキシレンの製造拠点として、ＭＯＣホールディングとタイの石油精製会社であるタイオイル(Thai Oil Company
Limited)の共同出資により設立され、同時に製造プラントの建設に着手いたしました。途中、アジアの通貨危機などにより１９９８年から約２年の工事中断を余儀なくされましたが、２０００年に新たにタイ側からＰＴＴ社(PTT Public Company
Limited)、日本側から三菱商事（株）、三井物産（株）および伊藤忠商事（株）が出資者として加わり工事を再開し、２００１年８月にプラントが竣工致しました。

小泉純一郎日本国総理大臣とタクシン・シナワット・タイ王国首相は、2005年9月1日、東京において会談を行い、2005年7月31日から8月1日にバンコクにて開催された閣僚会合を含む、2004年2月からの一連の交渉を基礎に、日タイ経済連携協定の主要点について大筋合意に達したことを確認した。
別添1：鉱工業品
1.概要
鉱工業品分野においては、日タイ双方がほぼ全ての品目について、協定発効日から10年以内に関税を撤廃。
2.特定分野
| （a） | タイによる市場アクセスの改善は以下のものを含む。 | |
| （i） | 自動車本体 * エンジンが3000ccを超える乗用車については、関税率を80%から毎年均等に引き下げて2009年に60%とし、同税率が維持される。 * エンジンが3000cc以下の乗用車については、両国は市場アクセスの改善について再協議を行うこととし、再協議は協定の署名前に両国が合意する日に開始する。 * 自動車に関する政治宣言が協定署名時に別途発出される。 |

日タイ経済連携協定大筋合意
−化学品分野の概要−
９月１日、小泉総理とタクシン首相が会談を行い、日タイ経済連携協定の主要点について、大筋合意に達したことを確認した。
化学品については、日本からタイに対し、機能性化学品等の関税を即時撤廃するよう要求してきたが、タイは、経済危機等の不測の事態に備えて、早期の関税撤廃につき難色を示し、長期の段階的な関税削減、関税維持を強く主張してきた。その一方で、タイは競争力の高い石油化学汎用樹脂について、日本に対してより短い期間での関税撤廃を要求してきた。
昨年２月から全体交渉を開始し、今年２月からは数次にわたり化学品に関する個別交渉を行った結果、すべての品目について、関税撤廃する方向での大筋合意に到達した。
今後、両国政府は、これまでに達成された成果に基づいて、協定を完成させるため、協定の条文交渉等の作業を行っていくことになる。
＜実質合意の内容＞
○ 化学品分野の全品目について、１０年以内に関税撤廃することで合意した。・ タイ側関税は、全ての品目について最長１０年以内に関税撤廃。うち、品目数で５８％、貿易額で２７％が即時撤廃。
・ 日本側関税は、ほぼ全ての品目について即時撤廃。石油化学汎用樹脂の一部については、最長で５年以内に関税撤廃 （貿易額で３％相当）。

日タイ、経済連携協定に署名 輸出の9割 関税撤廃
「内容小粒」不満も 自動車、なお高税率
安倍晋三首相は３日、タイのスラユット暫定首相と首相官邸で会談し、タイとの経済連携協定(EPA)に署名した。タイが鉄鋼や自動車部品など日本からの輸入額の９７%に相当する品目の関税を１０年以内に撤廃し、日本は農水産品を中心にタイからの輸入額の９２%相当の品目の関税をなくす。当初予定より１年遅れで決着したが、日本の産業界には「米韓などに比べ小粒な内容」と不満もくすぶっている。
EPAは今秋にも発効する。両国は２００５年９月に基本合意し、１年前の０６年４月に署名する予定だったが、タイの政変で遅れていた。

天然ガス事業６７００億円を投資 タイ国営石油
タイ国営石油会社PTTは２０１０年までに、天然ガス事業を中心に約２４００億バーツ(約６７００億円)を投資する。ガス田と工業地帯を結ぶパイプラインの建設、拡大を図る。
総投資額の７割強を占める１７００億バーツは天然ガス関連。タイ湾の海上ガス田とバンコク近郊の工業地帯の間のパイプラインを増設。ガス分離プラントなども新設する。エチレンプラント建設にも５００億バーツを投入する。５００億バーツの外部資金を導入することも決めた。
自動車関連を中心に産業集積が進むタイでは、発電所向けなどに天然ガス需要が拡大している。

Thailand's PET
manufacturing group Indorama plans to buy Eastman Chemical's
purified terephthalic acid and PET resin assets in Europe,
Indorama Holdings Thailand said Thursday.
The purchase would cover Eastman facilities in Rotterdam, the
Netherlands, and Workington in the UK. The combined capacity of
the two locations is 340,000 mt/year of PTA and 350,000
mt/year of PET.

Indorama Polymers
Thailand, which is in the process of buying Eastman Chemical's
purified terephthalic acid and PET assets in Europe, has formed a
subsidiary in Lithuania to develop the group's business in
Europe, the parent company said this week.
The wholly owned UAB Indorama Polymers Europe has a registered
capital of Litas 100,000 ($42,000), and will buy and sell PET
polymers in the region. In October 2006, Indorama started up a 198,000 mt/year
PET polymers plant in Klaipeda, Lithuania, operated by subsidiary UAB Orion
Global Pet.

In April, 2008, Thai Styrenics Co., Ltd. (TSCL), a wholly owned subsidiary of PTTPE purchased assets of HMT Polystyrene Co., Ltd., a polystyrene producer with the nameplate capacity of 90,000 tons per year.
We were the first producer of Purified Terephthalic Acid (“PTA”) in Thailand. Purified Terephthalic Acid and Monoethylene Glycol (“MEG”) are the two principal raw materials used to produce polyester, which is a principal feedstock used by the textile industry to produce fibers and yarns. PTA is also used in the manufacture of PET (Polyethylene Terephthalate) bottles, microwave utensils, x-ray and photographic film, containers, and certain products used in the automobile industry, such as car parts and roof linings, and hygiene industries, such as diapers and sanitary napkins.
Our
PTA plant is located in the Map Ta Phut Industrial Estate, Rayong
province, where we are a part of Thailand’s major petrochemicals industrial
cluster.
Our current nameplate production capacity is 520,000 tons per
year.
